By constructing a three-dimensional evaluation index and applying cluster analysis, we identify four distinct development modes. Evolutionary game models are then built for each mode to analyze the dynamics between core stakeholders—government, communities, and tourism capital—identifying their Evolutionary Stable Strategies and key influencing parameters. Case studies validate the models, yielding tailored governance strategies for each mode. The research provides a holistic, cross-regional analysis framework and offers targeted guidance for balancing intangible cultural heritage protection with socio-economic development in CECAs.
