The study analyzes key indicators including Gross Enrollment Ratio (GER), Net Enrollment Rate (NER), Gender Parity Index (GPI), and regional variations across eleven regions and two city administrations. Findings reveal that while national GER increased from 50.0% to 59.8%, this was partly driven by a reduction in the reported school-age population rather than enrollment growth alone. Significant regional disparities persist, with an eight-fold difference between the highest- and lowest-performing regions. Gender parity has stagnated (GPI 0.95-0.96), and pastoralist regions continue to lag substantially behind urban centers. These findings highlight the need for targeted interventions to address regional inequities and improve age-appropriate enrollment. Introduction Early Childhood Care and Education (ECCE) serves as the foundational stage of formal education, crucial for cognitive development, school readiness, and long-term educational outcomes. Recognizing its importance, the Ethiopian government, through the Ministry of Education, has prioritized ECCE development since launching the National ECCE Policy Framework in 2010. The revised Education and Training Policy of 2023 further strengthened this commitment by mandating two years of free and compulsory education for children aged 5 and 6. Ethiopia's ECCE system operates through four distinct modalities: Kindergarten (3 years) : Predominantly operated by NGOs, communities, private institutions, and faith-based organizations (MoE, 2021) Child to Child (1 year) : Older children teaching younger siblings or neighborhood children "O" Class (1 year) : Reception classes based in government primary schools for age 6 children (MoE, 2021) Accelerated School Readiness (2–3 months) : Coaching for children lacking access to other modalities (UNESCO, 2015 ) This research analyzes ECCE trends across three academic years (2022/23-2024/25), examining progress toward Sustainable Development Goal 4.2, which aims to ensure all girls and boys have access to quality early childhood development, care, and pre-primary education by 2030. 1.1. Theoretical and Analytical Framework This study is guided by three complementary analytical perspectives that frame ECCE access not merely as enrollment expansion but as a question of equity, age-appropriate participation, and spatial distribution of opportunity. First, the study draws on education equity theory, which distinguishes between access, participation, and appropriate participation. Gross Enrollment Ratio (GER) reflects access, while Net Enrollment Rate (NER) reflects age-appropriate participation. The gap between the two provides an important diagnostic tool for identifying system inefficiencies, late entry, and misalignment between policy and practice. Second, the analysis is informed by spatial inequality and center–periphery perspectives in education development. These perspectives explain how urban centers accumulate educational advantage while peripheral, pastoralist, and remote regions experience persistent marginalization despite national expansion. This framework predicts that national averages will obscure deep subnational inequities, a hypothesis this study tests empirically. Third, the study engages with ECCE participation literature, which emphasizes that early childhood access is strongly shaped by household mobility, cultural valuation of pre-primary education, gender norms, and proximity to schools. These factors are particularly relevant in pastoralist and emerging regions of Ethiopia. Using these frameworks, the study interprets GER, NER, GPI, and regional variation not simply as statistics but as indicators of who benefits from ECCE expansion, who is left behind, and whether enrollment growth reflects genuine progress or statistical distortion. 1.2. Positioning Within Existing Scholarship This study builds on three strands of scholarship. First, measurement scholars caution that Gross Enrollment Ratio (GER) can misrepresent progress when demographic shifts or definitional changes alter the denominator (e.g., age-band revisions), arguing for joint interpretation with NER and absolute enrollment (e.g., Lewin, 2007; UNESCO, 2019). This study extends that critique by empirically demonstrating how a denominator shift can account for a substantial share of apparent GER growth within a short time span. Second, research on spatial inequality in education shows that national expansion often concentrates benefits in urban cores while peripheral regions lag behind (e.g., Hannum & Buchmann, 2005; Tikly & Barrett, 2011). The Ethiopian ECCE case provides a clear empirical test of this center–periphery dynamic. Third, studies of pastoralist and mobile communities consistently document structural barriers to early education participation, including mobility, distance, and cultural valuation of schooling (e.g., Krätli & Dyer, 2009 ; UNESCO, 2010). The observed decline in pastoralist enrollment share despite national GER growth directly aligns with this literature. By combining these strands, the study contributes not only empirical evidence but also a methodological caution regarding how ECCE progress is interpreted in EMIS-based monitoring systems. 2. Methodology 2.1. Research Design This study employs a comparative longitudinal secondary data analysis of three consecutive Education Statistics Annual Abstracts (ESAA) covering academic years 2022/23 to 2024/25. The design enables trend analysis, cross-year comparison, and disparity assessment across regions and population groups. 2.2. Data Sources Data were extracted from official ESAA publications of the Ethiopian Ministry of Education for: 2022/23 (2015 E.C.) 2023/24 (2016 E.C.) • 2024/25 (2017 E.C.) These abstracts provide region-disaggregated statistics on ECCE enrollment, population estimates, and gender distribution. 2.3. Indicator Harmonization and Standardization A critical methodological step involved harmonizing indicators across years due to changes in: Age definition of ECCE population (age 4–6 vs age 5–6) Regional administrative restructuring (creation of Central Ethiopia, conflict-related data gaps) Reporting formats across abstracts To ensure comparability: GER and NER were recalculated directly from enrollment and population figures where necessary. Regions affected by boundary changes were treated cautiously in cross-year comparison. Tigray was excluded consistently due to missing data, as were Amhara region values for 2024/25. The absence of these regions, which together account for a substantial share of the national population means that national trends reported here may overstate progress, as conflict-affected areas typically experience greater educational disruption. 2.4. Analytical Approach The analysis proceeded in four stages: Trend analysis of GER, NER, and GPI over three years. Disparity analysis across regions using range ratios and percentage point differences. GER–NER gap analysis to assess age-appropriate participation. Denominator effect examination to assess how changes in population definition affected apparent GER growth. To differentiate between true enrollment growth and statistical artifacts, a decomposition approach was used: the change in GER was partitioned into components attributable to (a) changes in total enrollment and (b) changes in the school-age population. This allows for a more accurate interpretation of progress. 2.5. Decomposition of GER Change To separate genuine enrollment growth from denominator-driven inflation, the change in GER between 2022/23 and 2024/25 was decomposed as follows: $$\:GER=\frac{E}{P}$$ Where E = total ECCE enrollment and P = official school-age population. The change in GER overtime can be approximated by: \(\:{\Delta\:}GER\approx\:\frac{{\Delta\:}E}{{P}_{t1}}-\frac{{E}_{t1}\cdot\:{\Delta\:}P}{{P}_{t1}^{2}}\) The first term captures the effect of enrollment change, while the second captures the effect of population (denominator) change. Applying this decomposition to national data indicates that approximately 40% of the observed GER increase is attributable to the reduction in the reported school-age population, while 60% reflects enrollment change relative to the revised age definition. This method enables more accurate interpretation of progress than reliance on GER trends alone. 3. Findings 3.1. Key Observation While total enrollment decreased by 1.8% between 2022/23 and 2024/25, the GER increased significantly from 50.0% to 59.8% as indicated in Table 1 . This paradox is explained by the substantial decrease (17.8%) in the school-age population, due to demographic shifts and methodological changes in age definition. 3.2. The Denominator Effect: When GER Growth Masks Enrollment Decline One of the most significant findings of this study is the apparent paradox between enrollment and GER trends. While total ECCE enrollment declined by 1.8% between 2022/23 and 2024/25, GER increased from 50.0% to 59.8%. This discrepancy is explained by a 17.8% reduction in the reported school-age population, linked to a change in age coverage in the 2024/25 ESAA (beginning from age 5 rather than age 4). A decomposition of the GER change reveals that approximately 40% of the increase is attributable to the shrinking denominator, while the remaining 60% reflects actual enrollment growth relative to the newly defined population. As GER is calculated as enrollment divided by the official age population, a reduction in the denominator artificially inflates the ratio even when actual enrollment stagnates or declines. This finding is analytically important because it demonstrates that apparent progress toward national and ESDP targets may partly reflect statistical redefinition rather than genuine expansion of access. Without examining the denominator, policy interpretation of GER trends risks overestimating progress. Thus, this study argues that GER trends in Ethiopia during this period must be interpreted with caution and always alongside absolute enrollment and population definitions. 3.3. Gender Parity Gender trends show that ECCE expansion has not translated into improved parity. While GER increased for both sexes, the GPI remained stagnant (0.95–0.96), indicating that growth benefited boys and girls proportionally rather than closing the gap. Regional data reveal that this disparity is concentrated in pastoralist regions such as Somali (0.87) and Afar (0.89), where gender norms and access barriers are most pronounced. Key Observation Gender parity remained relatively stable (GPI 0.95–0.96), consistently below ESDP VI targets according to Table 2 . The persistent gap of approximately 3 percentage points between male and female GER indicates ongoing challenges in achieving equal access for girls, particularly in pastoralist regions. 3.4. Quantifying Regional Inequality Beyond percentage-point differences, regional inequality was assessed using two simple measures: Range Ratio (Highest GER ÷ Lowest GER) 2024/25: Addis Ababa (145.9) ÷ Somali (17.7) = 8.24 Coefficient of Variation (CV) across regional GER values = 0.62 A CV above 0.5 indicates very high dispersion, confirming that ECCE access is not only unequal but extremely polarized across regions as shown in the table above (Table 3 ). These measures demonstrate that national averages conceal profound territorial disparities. Key Observations : Extreme Disparity : Somali region consistently shows the lowest GER (9.0% in 2022/23, 17.7% in 2024/25), while Addis Ababa maintains the highest (137.5% to 145.9%). This eight-fold difference represents a classic center–periphery gap. Divergent Trajectories : Oromia showed remarkable improvement (+ 20.1 pp), while Gambella (-13.6 pp) and Sidama (-7.6 pp) experienced significant declines. Urban-Rural Gap : The gap between Addis Ababa (145.9%) and Somali (17.7%) represents a staggering 8-fold difference, confirming the spatial inequality hypothesis. 3.5. This decline, set against a backdrop of national GER growth, indicates that children in these remote, mobile communities are being left behind in ECCE expansion, a finding consistent with the center–periphery framework. 3.6. Key Observation As observed from the table above (Table 5 ), the national gap between GER and NER narrowed dramatically from 12.6 percentage points in 2022/23 to just 1.7 percentage points in 2024/25, suggesting improved age-appropriate enrollment. However, Gambella (7.7 pp), Harari (7.2 pp), and Dire Dawa (7.6 pp) still show substantial gaps, indicating that age-inappropriate enrollment remains a localized challenge. 4. Discussion The findings demonstrate three interconnected patterns: (1) apparent GER progress partly driven by denominator redefinition, (2) persistent and measurable spatial inequality consistent with center–periphery theory, and (3) ECCE expansion that has not been gender transformative nor inclusive of pastoralist populations. Interpreting these patterns through education equity and participation frameworks reveals that national enrollment growth does not necessarily equate to equitable or appropriate participation. 4.1. Access vs. Appropriate Participation The dramatic reduction of the national GER–NER gap from 12.6 to 1.7 percentage points suggests improvement in age-appropriate participation. From the perspective of education equity theory, this indicates progress toward appropriate participation rather than merely expanded access. However, regional gaps in Gambella, Harari, and Dire Dawa show that late entry and off-age enrollment remain localized challenges. This supports the argument that access without age alignment signals system inefficiency and that national aggregates can obscure important subnational variation. 4.2. Spatial Inequality and Center–Periphery Dynamics The eight-fold difference between Addis Ababa and Somali confirms the predictions of spatial inequality and center–periphery perspectives. Urban centers with dense infrastructure, private providers, and stronger administrative capacity achieve GER above 100%, while pastoralist regions remain below 30%. National averages therefore conceal profound inequities. Critically, the data show that these disparities have not narrowed over the study period if anything, the gap has persisted, suggesting that ECCE expansion has disproportionately benefited already-advantaged regions. 4.3. Pastoralist Marginalization Despite National Progress The decline in pastoralist enrollment share from 6.2% to 5.3% indicates that ECCE expansion disproportionately benefits settled and urban populations. This aligns with ECCE participation literature, which emphasizes that mobility, distance, and cultural perceptions reduce early education participation in pastoralist communities. The center–periphery framework further explains this pattern: peripheral regions lack not only infrastructure but also the administrative and political capital to attract investment. 4.4. Gender Gap Persistence Despite overall growth, the GPI stagnation at 0.95 indicates that ECCE expansion has not been gender transformative. The persistence of a 3-percentage-point gap widening to 0.87–0.89 in pastoralist regions suggests structural barriers beyond simple access expansion. These include gender norms that prioritize boys' education, safety concerns, and distance to schools. The findings challenge the assumption that enrollment growth automatically leads to gender equity. 4.5. Implications of the Denominator Effect The discovery that approximately 40% of GER growth was driven by a shrinking age denominator has important implications for monitoring SDG 4.2 and ESDP performance. Policymakers relying solely on GER trends may misinterpret statistical artifacts as real progress. This finding underscores the importance of triangulating GER with absolute enrollment figures and clear population definitions a lesson relevant beyond Ethiopia to other contexts where demographic and definitional changes can distort education indicators. 5. Conclusion This study provides the first longitudinal EMIS-based analysis of ECCE trends in Ethiopia across three consecutive academic years. Beyond documenting progress, it demonstrates that: Apparent GER growth was partly driven by demographic and definitional shifts rather than enrollment expansion alone. ECCE expansion has deepened spatial inequality between urban and pastoralist regions. Improvements in age-appropriate enrollment are uneven across regions. Gender parity has stagnated despite overall access growth. These findings contribute to broader debates on how educational progress is measured and caution against uncritical reliance on GER as an indicator of equitable ECCE expansion. The theoretical frameworks employed education equity theory, spatial inequality, and ECCE participation literature proved valuable in diagnosing not only where progress has occurred but also who has been left behind. As Ethiopia transitions to ESDP VII, priorities must include: Targeted pastoralist interventions to address the eight-fold disparity Gender-responsive strategies to close the 3.3 percentage point gender gap, particularly in Somali and Afar Quality focus alongside access expansion Data system strengthening to improve regional reporting consistency and ensure that conflict-affected areas are not systematically excluded from national monitoring Without these focused interventions, the goal of universal pre-primary education by 2030 remains aspirational rather than achievable. 6. Recommendations Table 6 Recommendations for Stakeholders Stakeholder Recommended Action Ministry of Education Develop differentiated targets for pastoralist regions; allocate at least 20% of ECCE budget to low-coverage regions; revise reporting to require simultaneous presentation of GER, NER, and absolute enrollment. Regional Education Bureaus Implement mobile ECCE programs in pastoralist areas; strengthen age verification systems; establish gender-sensitive school infrastructure. Development Partners Target support to regions with lowest GER (Somali, Afar, Southwest Ethiopia); fund longitudinal studies on barriers to girls' enrollment. Communities Participate in Child-to-Child programs; support girls' enrollment initiatives through local gender champions. Schools Establish O-Classes in primary schools; maintain age-appropriate admission policies; engage parents in awareness campaigns. As indicated in the table above (Table 6 ), this paper suggests strong recommendations to various stakeholders in the program. Most of the suggestions are interrelated and supportive to one another.
