The Brazilian National Agency of Petroleum, Natural Gas and Biofuels (ANP) anticipates substantial investments in decommissioning by 2026. This study examines the decommissioning of Floating Production Storage and Offloading units (FPSOs) in Brazil, focusing on economic, environmental, technical, and safety considerations. It references guidelines from the Basel Convention, the Hong Kong Convention (HKC), and European Ship Recycling Regulation (SRR 1257/2013), which emphasize the importance of adhering to international standards for safe ship recycling. The research assesses the impact of Naturally Occurring Radioactive Materials (NORM) on the disposal of FPSOs in Brazil, identifying and evaluating the capabilities of national facilities to recycle these units. The study finds a limited number (03) of facilities equipped to handle NORM contaminated FPSOs, meeting only domestic demand to recycling abroad. This scarcity exposes shipowners to significant financial risks, unforeseen costs, and uncertainties in waste disposal. The findings underscore the urgent need for enhancements in infrastructure and processing techniques within Brazilian shipyards to manage NORM responsibly.
