The primary challenge in such scenarios lies in appropriately weighting these various criteria, as this directly influences the final decision. To address this issue, we extend the quantifier-based OWA framework introduced by Yager by developing a Power Difference OWA (PD-OWA) operator. The proposed formulation adopts a discrete difference-based structure, which can be viewed as a natural extension of the classical power quantifier. A key feature of this operator is that the decision-maker can control the nature of the decision, whether adopting an optimistic or pessimistic stance simply by adjusting a single parameter to align with their preferences. Furthermore, this operator has been integrated with the TOPSIS method, thereby rendering the decision-making process more effective and practical. In this paper, the proposed method is applied to a real-world investment decision problem to compare various alternatives. The results obtained demonstrate that the proposed approach is not only simple and easy to implement but also offers greater flexibility and superior control compared to traditional methods.
