This study introduces a novel hybrid multi-criteria decision-making (MCDM) methodology to address the challenge of precise productivity measurement within the loading units of a sugar manufacturing plant. The framework integrates the Analytic Hierarchy Process (AHP), Preference Ranking Organization Method for Enrichment Evaluations (PROMETHEE II), and Data Envelopment Analysis (DEA) to comprehensively appraise 21 alternative solutions. The AHP facilitates the subjective determination of weight criteria. PROMETHEE II was used to assess effectiveness scores (quantifying goal attainment), whereas DEA measured efficiency scores (evaluating resource utilization). The Total Productivity Score was subsequently calculated as a weighted function of these two dimensions, revealing the optimal performance of Alternative 21. This analysis underscores the critical necessity of integrating effectiveness and efficiency for an accurate and nuanced assessment of productivity. The proposed hybrid MCDM approach presents a robust and adaptable framework for evaluating complex industrial systems, delivering valuable and structured insights that empower decision-makers to achieve measurable performance optimization.
