Construction of New Urbanization and Economic Growth of Resource-Based Cities: Evidence from China

Abstract development of a resource-based city economy. Using data from prefecture-level cities between 2011 and 2017, this study employs a double difference approach to assess the impact of the new urbanization comprehensive pilot policy on the economic growth of resource-based cities. According to the research findings, the new urbanization construction has promoted the growth of GDP per capita in resource-based cities, and has passed the robustness test; heterogeneity analysis shows that the policy effect of new urbanization construction in resource-rich cities is stronger than the policy effect of new urbanization construction in resource-poor cities, and the policy effect in energy resource-based cities is significant, but the policy effect of metal and other resource-based cities is not significant. The policy effect of resource-based cities in the eastern and western regions is significant, while that in the central regions is not significant.
