Abstract

Abstract The study carries out analysis of higher education sector, in which globalization and economic growth are considered, taking both developing and developed nations as the main comparison object. Dynamics in higher education sector have been altered persistently by the recent pandemic, which has sharply confined students' mobility globally and on the other hand has stimulated the development of different options, which consists of massive open online courses (MOOCs), program mobility, and institutional mobility. In this paper we will try to evaluate effects of such modifications on the economic development of several developing and developed countries. To this end, the existence of a cross-sectional panel data set featured by 30 participating countries taking the period from 2010 to 2022 allows us to explore the centrality of inbound and outbound mobility rates measuring the level of globalization with respect to higher education. Data analysis is conducted by the study using feasible generalized least squares regression model, which is applicable to Cross-section time series data. This minimizes potential problems like heteroskedasticity, autocorrelation, and independence of cross-sectional data. Our findings indicate that the existence of globalization in higher education is a root of the complex impact on economic growth. The research underline the dichotomy of developed and developing countries, which implied the differentiation in economic advantages. While everybody expected that globalization in higher education would help the disadvantageous countries, recent research argued that globalization in high education sector rather benefits to the developed countries. The outcomes of the study indeed highlight that the connection between higher education and economic advancement takes an important place within the roles that higher education play in globalization. Moreover, the policy makers and educational institutions will have a chance of getting the findings at their disposal.

Thereby, the risk has come up with plenty of hopes for cultural exchange, joint research activities, and the propagation of information, which greatly help the economic and social developments worldwide. The global higher education sector of the past few decades has faced a strong collaborative network and interactive exchange between institutions, which has helped knowledge and technologies to be transferred, both across the borders and within the nations. The engagement provides a much needed avenue for global understanding of triumphs as well as multiple challenges, improves educational standards, and stimulate innovations as well as run economic empowerment globally. Interestingly, the outbreak of the pandemic in recent times appears to have accentuated these changes to a greater extent. Because of long health crisis lockdowns, the right framework for scholarly and student intercourse and mobility was modified beyond recognition. In light of these advancements, the objective of this study is to analyze the economic ramifications of these modifications on developed and developing nations alike. The aim of this study is to examine the impact of the pandemic-induced changes in higher education dynamics on economic growth across various national contexts. The present inquiry assumes heightened significance considering the divergent technological infrastructure, resource levels, and educational policies that distinguishes developed from developing countries. The objective of this study is to discern recurring trends and discrepancies in the way these nations have managed the difficulties and prospects arising from the worldwide expansion of tertiary education amidst the pandemic (Kler, 2015 ). The study's implications transcend the realm of academia, providing policymakers, educational institutions, and international organizations with invaluable insights. To maximize the advantages of international education, stakeholders can formulate more informed strategies and policies by gaining an understanding of the economic consequences of the recent changes in higher education globalization. Along with that, this research is an important argument that is added to wider academic debate about the role of higher education in economic development in the times of neverending global instability and unprecedented change. Against that backdrop, envisaged outcomes of research are a comprehensive understanding of the complex relationships between worldwide higher education trajectories and economic expansion in addition to inspiration for next endeavors and partnerships in the critical area of the global higher education. 2.Motivation The inspiration for this study stems from the irreplaceable role of educational globalization in emphasizing the world class economies. At the same time, globalization has been a principal force that has helped one country to find a connection with another in terms of the exchange of technologies, skills, and knowledge, which had a colossal influence on the further progress, cultural exchange, and economic prosperity. The advanced education sectors are sharing the role of transferring these skills which in future will be reflected in the development of a workforce that is broader in the thinking and are more global. Despite this situation, the COVID-19 era has created an environment beyond the scope of commonly encountered challenges, the pandemic has also unveiled several opportunities for higher education. This whirlwind of the deployment latest technology, the displacement of standard on-campus and off-campus teaching models, together with disruption of faculty and student interactions, the only raise fundamental questions to the road of higher education and the role in the globalization of human knowledge and economic development. The main reason for this research is a need for a complete grasp of those transient and be focused on the economic consequences to both developed and developing countries. Moreover, this research is also empowered by the not equal distributions which are in some area of our planet. Developed nations, possessing resource bases and technological infrastructures of sophistication levels that are unparalleled, relationships that are unique, and commonly very different from those of developing countries that may encounter problems that are not only different but at times can be of intimidating proportions as they attempt to assimilate to the new world incorporating the novel educational paradigms that are commonly a completely new experience. The stated uneven effects may be potential to deepen the differences in the economies and education systems of countries and make already present inequalities more obvious. Besides, that extent of the benefit grows because such research can give future guidelines of the policy and decision-making process. In view of the experience of the world pandemic with its dramatic global health implications, many countries realize the need to revise their higher education and learn from the current pandemic. This research contributes to reveal solutions for countries concerned by this crisis and suggest that in the meanwhile they could also take advantage from the emerging opportunities for development and cooperation. It is essential for governmental entities, educational ties, and global bodies to understand those dimensions so that the society can build up a more robust, inclusive, and connected educational environment. Primarily, this research, which endeavors to explore the new role of higher education in a world after the pandemic and the global uncertainty which extends far beyond is what drives this study. On this basis it strives to make a profound contribution to the international dialogue forming education, globalization, and economic development of nations on a global scale. 3.Literature Review The academics has deepened research on globalization having global education as a focal point with most of these studies focusing on development of collaborations between institutions of learning, knowledge sharing across cultures of learning institutions and mobility of international students relation to globalization (Kler, 2022 ). The case in point is the role internationalization of curricula, research collaborations, and the development of branch campuses all over the world due to which several studies were published as well. Scholars hold special position in studying globalization of higher education literally in all aspects (Kler, 2016 ). The researchers put the spotlight on the contributions of foreign students within host countries' economies via tuition fees and living expenses. Beyond that, international education is examined in terms of fostering human capital development, where it is viewed as a tool for skilled enhancement and wisdom enrichment which consequently accelerate the economic growth. The scholarly literature also explores the digital revolution in higher education, specifically as a reaction to the recent global health crisis. Significant attention is being devoted to the transition to online learning platforms and massive open online courses (MOOCs), with research examining their accessibility to students in various regions and their effectiveness in delivering high-quality education. Numerous analyses have been undertaken to examine the disparate effects of globalization in higher education between developed and developing nations. Typically, these studies examine the impact of diverse infrastructure, resource, and policy support levels on the extent to which these nations can engage in and derive advantages from global educational networks (Dol, 2022 ; Jiang, 2022 ). Scholars are beginning to examine the economic repercussions of the pandemic's influence on student mobility. Beginning research in this area reveals how health concerns and travel restrictions have altered traditional patterns of student mobility and the economic repercussions for both sending and receiving nations. The gaps to be addressed are detailed in Table 1 . However, discernible deficiencies exist, specifically when considering the period following the pandemic. Further comprehensive and comparative examinations are warranted to account for the varied experiences of developed and developing nations, with a particular focus on infrastructure capacities, policy reactions, and enduring economic consequences (Wang et al., 2021 ). Additionally, although there has been considerable attention given to the digital transformation of higher education, additional research is necessary to comprehend its efficacy, long-term acceptance, and effects in various socioeconomic and cultural settings. Additional research is necessary to inform future policy and educational strategies regarding the ongoing changes in student mobility patterns caused by the pandemic and their subsequent economic repercussions. Such an investigation should be more extensive and comprehensive. The current study is built upon the Human Capital Theory, which asserts that education is an essential investment in the labor force. According to this theoretical framework, it is posited that individuals' productivity and intellectual capacity are enhanced through higher levels of education, thereby playing a role in the expansion of the economy (Kler, et al., 2023 (a); Kler et al., 2023 (b)). The research postulates that globalization in higher education, by means of academic collaboration and cross-border student mobility, improves the caliber and variety of human capital in both the sending and receiving nations, as supported by this framework. It is anticipated that the improvement in human capital will have a favorable impact on economic growth, especially in nations that actively engage in the process of educational globalization. What is more, comparative advantage (the Theory of Comparative Advantage) is also applicable. According to this economic paradigm, the advantages to the nations, by trade, would derive from specialization and exportation in areas in which they have been comparatively good and efficient. For higher education in developed countries that excel in delivering quality education service to overseas students, this theory donates the facts of such countries for the migration of international students that brings economic benefits by their students' and remittances among others. In fact, the case for immigrants could be strengthened by the fact that they have the potential to expand the economy of developing nations through the exportation of those students who, due to domestic shortage of knowledge and skills, cannot be sent abroad. Given that various economies of host countries should be discussed in relation to the positive effects of international students, with Spillover Theory in mind, which affirms the overall advantages acquired indirectly, we should do so. To sum up the conceptual model, the international students don't just promote this economy only through purely financial means such as tuition fees and expenses for their living, but also in various intangible ways like networking, cultural exchange, and innovation. This idea contributes to the economic outcomes which go beyond the university contribution of creating financial benefits via the internationalization of higher education. Additionally, actual is the notions of Neoliberalism in Education that calls for privatization and market-oriented strategies in Education field. This theory-framework enables the assessment of the economic implications of globalization in the sphere of higher education and focuses on market-driving activities as student recruitment abroad and the development of new non-state educational programs and establishments. From a neoliberal perspective, the research hypothesis addresses this point by proposing that market-oriented methods for globalization in education are likely to cause economic development. The mentioned conceptual frameworks respectively display that they support the research hypothesis that economic growth is affected by globalization of higher education. The implementation of a comprehensive framework superseding market-oriented educational practices, increasing student mobility, and digital transformation will enable scrutiny of economics of the developed and developing nations. The research will be influenced by these theories; therefore, the purpose of the study will be to explore the effects of globalization on higher education economics, thus, going deeper into the economic aspects of globalization in higher education. 4.Methodology 4.1.Research Design In place to examine the interplay between globalization in the higher education degree and economic growth, panel data analysis is used as the methodologies based on. Panel data that is composed of times series (2010–2022) and cross sectional (various countries) yields a complex and dynamic pattern of results that clarifies the range of impacts on different countries and over various periods. 4.2.Data Source The 30 countries constituting of the data set were chosen to depict an aggregate of developed and developing economies. The integration of such and similar types of diversity defines the study as looking at various aspects of globalization impact at higher education. The time span from 2010 to 2022 has been deliberately selected to encompass the phases preceding, during, and following the pandemic, thereby enhancing the temporal comprehensiveness of the analysis. The information was acquired from the UNESCO Institute of Statistics (UIS) 4.3.Variables 4.3.1.Dependent Variable (DV) : GDP Growth Rate (g dpg it ), represents the annual percentage growth rate of GDP at market prices based on constant local currency. 4.3.2.Independent Variables (IVs) : Inbound Mobility Rate ( inb it ): The proportion of international students coming into a country for educational purposes. Outbound Mobility Rate ( outb it ): The proportion of students going abroad from the home country for education. 4.3.3.Control Variable : Dummy for Developed Countries ( dumd i ): Takes the value of 1 if the country is developed and 0 otherwise, used to control for structural differences between developed and developing economies. To account for issues identified in the data, such as autocorrelation and heteroskedasticity, the FGLS model is implemented. To optimize the estimation process, the model adjusts the weight assigned to individual observations in accordance with the specified characteristics. 4.4. Mathematical Model The basic regression equation for the FGLS model in the context of this study is: gdpgit = α + β 1⋅ inbit + β 2⋅ outbit + β 3⋅ dumdi + uit……….(Eq. 1) Where: gdpg it is the GDP growth rate for country i at time t . α is the constant term. β 1, β 2, β 3 are the coefficients for the independent variables. inb it is the inbound mobility rate for country i at time t . outb it is the outbound mobility rate for country i at time t . dumd i is the dummy variable for developed countries. u it is the error term capturing unobserved factors affecting GDP growth that vary across countries and over time. Conducting a standard panel regression to identify the existence of heteroskedasticity and autocorrelation is an initial step in the estimation process. To address these concerns, the FGLS method subsequently modifies the standard errors and the weight assigned to each observation in the regression model. As a result, the estimates generated are more dependable and effective. 5. Data Analysis 5.1.Timeline Graphs Analysis 5.1.1.GDP Growth Rates : The graph illustrating the GDP growth rates of all 30 countries from 2010 to 2022 reveals a discernible decline in 2020, which can be attributed to the pandemic's global economic repercussions. The subsequent recovery that ensues in 2021 and beyond serves as evidence of the global economy's resilience. As shown in Fig. 1 , this trend indicates the direct effect that global events have on national economies. 5.1.2.Inbound Mobility Rates : The rates of incoming mobility exhibit a comparable pattern, culminating in a substantial decrease in 2020. As a result of global travel restrictions and the transition to online learning modes, this decline has occurred. The incremental rise observed after 2020 indicates the emergence of a phase of recuperation, albeit with fluctuations in the rate of progress among different nations (see Fig. 2 ). 5.1.3.Outbound Mobility Rates: The outbound mobility rates demonstrate a significant decrease in 2020, which is consistent with the worldwide travel restrictions. The graph depicts a less conspicuous recovery pattern in comparison to the GDP growth rates, suggesting a more prudent stance towards outbound mobility in the aftermath of the pandemic (See Fig. 3 ). 5.2.Statistical Tests Results 5.2.1.Testing for Cross-Sectional Independence Test: Breusch-Pagan LM independence test Pr = 0.0000; chi2(435) = 2159.003 as a result. Analysis: The absence of first-order autocorrelation signifies that the residuals in the model do not exhibit temporal correlation, thereby providing justification for the implementation of panel data techniques. 5.3. This fact shows that the local economy can become the recipient of very valuable income by winning over international students. Outbound Mobility (outb) : Suppressing the increased volume of low-skilled workers entering their labor market can be an immediate effect of reducing Gross Domestic Product growth, as an example of the negative coefficient in this case. By this case, we can see that there are economic effects for the communities which suffer from the outflow of students. Dummy for Developed Countries (dumd) : Within the environment of globalization in higher education, the significant negative coefficient for the dummy variable proves that on average the markets in developing countries expand at a slower rate than in developed countries. This stresses altogether the current existing inequalities spread around the globe developing and undeveloped nations as well. The FGLS regression model gives the results to study how the intertwined dimension of internationalization and economic growth in higher education. As the results show, noticeable injustices prevail primarily in developing countries for which developed countries should formulate strategies aimed at revamping the situation. 6.Results and Discussion 6.1.Impact of Inbound and Outbound Mobility: Empirical evidence derived from subsequent model brings forth the idea that there is a positive link between GDP growth and inflows of immigrants. In a more detailed manner, this suggests that 2.7 percent increase in gross domestic product is to be associated with inflows of 100 immigrants. The country's GDP will increase by 0.02 percentage points when the international student’s inflow grows 1 percent compare to the previous period. Thus, this relation requires drawing economic benefits of attracting international students, which may result from loans in forms of tuition, accommodation, and other day-to-day expenses, in addition to intangible benefits such as the promotion of the global network and the enhancement of diversity on the grounds of culture. On the contrary, air travel outbound mobility by -0.014 implies in negative terms a very little influence on the GDP of the state that the economy is based on. The study, however, suggests that rapid economic development leads to low- to- middle income level, which can be explained by the outflow of capital and brain drain, when highly qualified people leave to make education overseas and do not come back. 6.2.Disparity between Developed and Developing Countries: The − 1.571 coefficient of the dummy variable of developed countries (dumd) indicates that the leavening of globalization on higher education and economic development is so markedly different. The revelation, on the top of the obvious distinction in the rates of GDP growth between developing and developed nations (Fig. 1 ), which suggests that whilst the developed countries are experiencing the advantages of higher education globalization, the developing countries are experiencing the disadvantages. 6.3.Economic Implications of Student Mobility: The revealed insight notes links between free movement of international students and the value added to the economy. Alternatively, a reformulation of the policies and tightening the focus in international student recruitment can be effective in boosting economy growth. While the latter might be the case, it is fundamental to appraise policies that replace the possible disadvantages of the outflows. Students as well maybe attracted to have both options, such as incentives to return home and "cultivating conditions" that being "educated" at home is exciting. Due to the underside of globalization which is the greater and more in favor, the higher education in developed nations, developing countries need to have certain policies in place. Several key strategies can be considered, such as investments in improving the quality of higher education, creation of stable technological infrastructure and striking international alliances, to name but a few. In addition to developing nations, the retention of national team and the investment in the knowledge of the immigrant students must be therefore corroborated so as to catalyze the economic growth. Educational systems, built to withstand impacts of 2020 under the influence of coronavirus, also influence all metrics. This includes upgrading the online and digital learning platforms, extending the recruitment processes to bring in international students, and sourcing out alternative ways of functioning in cases of future disruptive events on a global scale. 7.Conclusion The evaluation on the financial side demonstrates the benefits of membership (external countries) for incoming student mobility. How the inflow of foreign students attracts the level of GDP growth is positive, reminding us of the importance of creating an environment that favors the mobility of human resources as a prerequisite factor for economic development. This suggests that a country has certain degrees of advantages in adopting policies and implementing programs that make itself as a more sought-after educational location. According to the research result, the outbound mobility is being compounded into a negative growth of GDP which eventually calls for the coverage of challenges that may relate to the cerebral drain and financial outflow. It so important that the nations will give a close look to the content of these exchange and come up with internal strategies for talent and knowledge preservation within their borders. The outcomes suggest a matter of fact that most developed countries take more advantages, revealing the importance of a better adjustment of higher education systems and policies in the lower developed countries to exploit the opportunities more widely in globalization. Few aspects of the world that COVID-19 changed more distinctive than the economy as well as student mobility- this reflects how globalization in higher education can conform to the global outbursts. The evolution of automation requires that education systems are flexible and strong as well. The research has far-reaching implications for policymakers, led most by policy makers in the lowest income countries. Undoubtedly, institutions following the benefits of educational globalization should consider making investments in modern technologies, forging partnerships among international organizations, and providing additional funding for upgrading their high education. Research should be advanced to discover the ever-changing-sloping landscape of the higher education industry after the pandemic thus acquiring richer information regarding the economic indicators. This research is poised to join the ranks of the mounting corroboration of the role of globalization on economic growth education sector. However, there are some advantages and disadvantages of this kind of research, and they are emphasized, leading to a more complex viewpoint that can influence current and future policies, strategies, and guidelines in global education. The outcome reminds us about the necessity of serious, holistic, and equal to all principles of the worldwide education while the world keeps growing opportunities and threats; in a nutshell, the world keeps changing dramatically. 8.Future Scope This paper may also explore the economic ramifications and long-term effects of the pandemic on the globalization of university system as one of the future study targets. Besides, the research to bring out qualitative dimensions of host countries and how the study enriches the economy of the countries could give clearer illustrations of international education concept. Further investigations into how globalization impacts growth on the higher-level education and overall economy is simple vast and more intricate. A central area to be studied more in-depth comprises the long-term consequences of the Coronavirus pandemic on institutions of education on the global level. Dynamics in higher education sector have been altered persistently by the recent pandemic, which has sharply confined students' mobility globally and on the other hand has stimulated the development of different options, which consists of massive open online courses (MOOCs), program mobility, and institutional mobility. In this paper we will try to evaluate effects of such modifications on the economic development of several developing and developed countries. To this end, the existence of a cross-sectional panel data set featured by 30 participating countries taking the period from 2010 to 2022 allows us to explore the centrality of inbound and outbound mobility rates measuring the level of globalization with respect to higher education. Data analysis is conducted by the study using feasible generalized least squares regression model, which is applicable to Cross-section time series data. This minimizes potential problems like heteroskedasticity, autocorrelation, and independence of cross-sectional data. Our findings indicate that the existence of globalization in higher education is a root of the complex impact on economic growth. The research underline the dichotomy of developed and developing countries, which implied the differentiation in economic advantages. While everybody expected that globalization in higher education would help the disadvantageous countries, recent research argued that globalization in high education sector rather benefits to the developed countries. The outcomes of the study indeed highlight that the connection between higher education and economic advancement takes an important place within the roles that higher education play in globalization.
