Development, budget and environmental policy in Brazil's Amazon interior: the case study of Alenquer, Pará

Abstract

The purpose of this research is to understand how public spending has been used to promote sustainable development and finance environmental management policies in Brazil's Amazon interior and, particularly, in the city of Alenquer-PA. Thus, our debates are based on sustainable development and its implications for the Amazon, having the city of Alenquer/PA as a case study. From this analysis, it was found that public management and budgeting are fundamental tools in this process. The public accounts of Alenquer were analyzed as a means to capture the environmental dimension of sustainable development at the local level and the fiscal scope of environmental management policies. An interview was conducted with the representative of the Municipal Department of Environment (SEMA) to complement the analysis and have a more accurate view of the process.
