It explores the optimal collaborative strategy among local governments, enterprises, and the public during construction. The study introduces an innovative tripartite collaborative decision-making system using an asymmetric evolutionary game and dynamic simulation methods. The findings indicate a stable equilibrium in emergency response decision-making is achieved under scenarios prioritizing public engagement. The subsidy strategy of local governments significantly influences the strategic choices of all agents, highlighting the importance of mutual collaboration among local governments, enterprises, and the public. This study underscores the value of public participation and multi-agent collaboration in addressing complex systemic issues. This study provides crucial insights for guiding localized emergency response strategies, enhancing decision-making collaboration, optimizing resources, improving emergency response efficiency, and informing policy development in major railroad projects.
