การป้องกันและควบคุมเครื่องดื่มแอลกอฮอล์ต่อการเกิดการแพร่ระบาด ของโรคโควิด 19 ในจังหวัดอุบลราชธานี Prevention and Controlling of Alcoholic Beverages During the COVID-19 Pandemics in Ubon Ratchathani Province

Thai Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาเปรียบเทียบบทบาทของภาครัฐในการบังคับใช้กฎหมายเกี่ยวกับมาตรการควบคุมการจำหน่ายเครื่องดื่มแอลกอฮอล์ในระหว่างสถานการณ์ปกติกับสถานการณ์ภายหลังการแพร่ระบาดของโรคโควิด 19 และเพื่อเสนอแนะแนวทางการป้องกันและควบคุมเครื่องดื่มแอลกอฮอล์ต่อการเกิดการแพร่ระบาดของโรคโควิด 19 ในพื้นที่จังหวัดอุบลราชธานี กำหนดคุณสมบัติผู้ให้ข้อมูลสำคัญและใช้วิธีการคัดเลือกแบบเจาะจง จำนวน 10 คน วิเคราะห์และสรุปข้อมูลแบบบรรยายพรรณนา ผลการวิจัยพบว่า การควบคุมการดื่มและการจำหน่ายเครื่องดื่มแอลกอฮอล์ควรบังคับใช้กฎหมายอย่างเข้มงวดกว่าสถานการณ์ปกติ ควรลดจำนวนเจ้าหน้าที่ในการลงพื้นที่การตรวจและควบคุมการดื่มและการจำหน่ายเครื่องดื่มแอลกอฮอล์ แนวทางในการป้องกันและควบคุมเครื่องดื่มแอลกอฮอล์ต่อการเกิดการแพร่ระบาดของโรคโควิด 19 ในพื้นที่จังหวัดอุบลราชธานี คือ ควรเพิ่มบทบาทให้เจ้าหน้าพนักงานสาธารณสุขสามารถดำเนินการเปรียบเทียบปรับได้ รัฐควรมีมาตรการที่ควรนำมาใช้เพื่อควบคุมการเกิดผลประโยชน์ทับซ้อน และรัฐควรจัดทำชุดความรู้เรื่องเครื่องดื่มแอลกอฮอล์และสังคม โดยให้เจ้าพนักงานสาธารณสุขประชาสัมพันธ์ข้อมูลเกี่ยวกับการดื่มเครื่องดื่มแอลกอฮอล์ต่อการแพร่กระจายของเชื้อและการติดเชื้อไวรัสโควิด-19 คำสำคัญ: เครื่องดื่มแอลกอฮอล์, การป้องกัน, ควบคุม, โรคโควิด 19, จังหวัดอุบลราชธานีEnglish Abstract: The purpose of research was to study to compare the actual role of government agencies in law enforcement on the control the sale of alcoholic beverages during normal situations and the situation after the situation of COVID-19 pandemic as well as find out guidelines for the prevention and controlling of alcoholic consumption against the COVID-19 pandemic in the area of Ubon Ratchathani Province. The key informants were selected by set the qualifications and selecting by a purposive sampling. The groups of key informants comprised were 10 key informants. The data was analyzed and summarized. Then, the result is presented in a descriptive content. The results noted that the law should be more strict enforcement than normal situations. Should reduce the number of officers in the area to check and control the drinking and selling of alcoholic beverages. Guidelines for the prevention and controlling of alcoholic beverages during the COVID-19 in Ubon Ratchathani Province are should increase the role of health officials to conduct penalty of fine; The public health officer shall publicize information about alcohol consumption on the and infection of the COVID-19 virus.
