Ein Jahrgang umfasst jeweils die - Protokolle der Sitzungen des Schweizerischen Schulrates - Beschlüsse des Schulratspräsidenten (Verfügungen oder auch Präsidialprotokolle genannt) - Sitzungsbeilagen (erst ab 1859) - gemeinsames Register. Ursprünglich wurden die Schulratsprotokolle ab Mikrofiches digitalisiert. Zwecks besserer Lesbarkeit wurden die handschriftlichen Schulratsprotokolle (1902 hat der Schulrat eine Schreibmaschine angeschafft) ab Originalvorlage farbig und in guter Bildqualität neu gescannt. Die vorliegenden Schulratsprotokolle reichen bis zur Bildung des ETH-Bereichs im Jahre 1968. Bis 1969 war der Schweizerischen Schulrat das oberste operative Leitungsgremium der ETH. Ihm stand ein Präsident mit weitgehenden Kompetenzen vor. Mit Ausnahme von Johann Konrad Kern (1854-1857) waren die Präsidenten dieser ersten Periode auffallend lange im Amt: Johann Karl Kappeler (bis 1888), Hermann Bleuler (bis 1905), Robert Gnehm (bis 1926), Arthur Rohn (bis 1948), Hans Pallmann (bis 1965). Das Gründungsgesetz der polytechnischen Schule schrieb analog zur Konstitution des Bundesrates fest, dass jedes Mitglied des ab 1881 aus sieben Personen bestehenden Schulrates aus einem anderen Kanton stammen musste. Die Schulräte wurden vom Bundesrat ernannt und waren ihm direkt unterstellt. Bei der Ernennung hatte der Bundesrat auf eine angemessene Vertretung der Regionen, Religionen, Sprachen und ab 1881 auch auf die „technischen Berufsrichtungen“ zu achten.
