The governments and non-governmental organizations look for infallible indicators to entrust their scientific funds. In this paper, an approach is proposed to evaluate the effectiveness of scientific documents published by a country. Empirical power law relationships between the h-index and the number of documents published by a country are revealed for the countries studied. It has been empirically observed that the dependence of the h-index on the total number of documents creates a trend line clustering the countries. In the empirical power law model, it was determined that the effectiveness exponent could be 0.5 for all countries. In addition, the effectiveness coefficients of the empirical power law model of the countries could be used as the scientometric indicators of the countries. The effectiveness coefficients of the empirical power law model of the countries were also used to determine the scientific clusters of the countries.
