In order to take into account the low-carbon and economic aspects of IESP cooperative operation, this paper firstly proposes an optimized load allocation approach based on shapley vlue method, which allocates the IESP electric and thermal loads through the cooperative contribution factor, and solves the resource waste problem caused by the source-load mismatch. A two-phase carbon sensing demand response is added to incentivize the load to adjust the electric load by directly sensing the dynamic carbon emission factor changes in the higher-level network, and to enhance the internal low-carbon and economic performance of the IESP by transferring the energy purchased from outside. In the first stage, the economic dispatch model is constructed for the internal and superior networks of IESP to get the pre-dispatch dynamic carbon emission factors, the factors are passed to the carbon emission incentive model in the second stage, the load data after demand response is obtained after solving the model, which is re-substituted into the economic dispatch model of IESP, and the dispatch results are obtained.Finally, five examples are set up for simulation based on the IEEE 14-node grid and the Belgian 20-node natural gas network. The analysis of the cases verifies that the method proposed in this paper has a positive impact on improving the low-carbon and economic operation of IESP.
