This study presents a simplified, evidence-informed framework for prioritizing public health R&D investments in India, using disease burden data and funding trends. Drawing on secondary data from the Global Burden of Disease Study (GBD) and public records from DST, ICMR, and DBT, the paper reveals persistent misalignments between disease burden and research focus. A five-criteria decision-making model, emphasizing burden alignment, equity, feasibility, innovation, and scalability is proposed for use by emerging economies. A correlation analysis showed only moderate alignment (ρ = 0.40, p = 0.26) between DALY-based disease burden and research funding visibility. These findings underscore the need for more structured, equity-oriented R&D priority-setting frameworks.
