This paper introduces a novel invention candidate—an Adaptive Risk-Weighted Gasless Sponsorship controller that dynamically sets sponsorship caps, quotas, and acceptance probabilities based on fee percentiles, budget slope, and real-time abuse signals.We formalize reliability and abuse-resistance metrics, derive budget-safe cost models tied to fee markets, and propose a multi-timescale policy that preserves user experience while preventing budget exhaustion. Using simulated data with realistic parameters and real-world fee anchors, we quantify success rates, blocked rates, and budget depletion.We provide reproducible code snippets for enforcement logic. The results show how quota design and relay capacity govern both user experience and cost, and how adaptive risk-weighted sponsorship can stabilize gasless systems at scale.
