We apply the scale invariance of the Virueña-Kerr Mechanism (VKM), whose cosmological latency τX ≃ 4.15 Gyr is independently anchored both in the supermassive black-hole mass function [3] and in the 4-5σ DESI-DR2 expansion anomaly reported by [2] at z ≃ 0.42. Linearly rescaling τX to the neutron-star mass regime of M1 yields τNS = 52.8 ± 4.5 yr, consistent with the observed gap at 0.3σ with zero free parameters. A logarithmic correction from Boyer-Lindquist self-similarity refines the prediction to 48.3 ± 6.2 yr (0.7σ). The Kerr anisotropy signature τ (θ) ≈ τ pole + δτ sin 2 θ reproduces the polar-to-equatorial variation in M1 wedge data. Alternative power-law scalings (τ ∝ M n, n ̸ = 1) are excluded by orders of magnitude (Fig. 3). This "double anchoring"-cosmological via [2] and stellar via Martin et al. [1]-validates the Xóchitl constant as a fundamental geometric property of the Kerr metric across sixteen orders of magnitude in mass.
