LE PARADOXE DE LA DETTE DANS LES PAYS DE LA ZONE FRANC AFRICAINE (The Debt Paradox in the Countries of the African Franc Zone)

French Abstract:Dans un contexte de crise du Covid-19, la question de la dette cristallise l’essentiel des discussions en raison de l’urgence des mesures de riposte et de relance, quand bien même sa gestion suscite plusieurs interrogations. Aussi, l’objet du présent article est de vérifier l’existence d’un paradoxe de la dette en zone franc africaine. Les résultats obtenus, après estimation d’un modèle à correction d’erreur sur les données issues de la Banque Mondiale et du Fonds Monétaire International, confirment l’existence d’un paradoxe de la dette en zone franc africaine, avec comme principale menace l’amplification de l’instabilité macroéconomique et financière. Ceci étant, sortir du piège de l’endettement reste possible à condition d’en améliorer la gestion par le respect strict de la règle d’or des finances, en privilégiant notamment le soutien aux entreprises productives, mais également en améliorant la qualité des institutions, fortement dégradée par la mauvaise gouvernance et la corruption.English Abstract:In a context of the Covid-19 crisis, the issue of debt crystallizes most of the discussions due to the urgency of response and recovery measures, even though its management raises several questions. Also, the purpose of this article is to verify the existence of a debt paradox in the African franc zone. The results obtained, after estimating an error correction model on data from the World Bank and the International Monetary Fund, confirm the existence of a debt paradox in the African franc zone, with the main threat being the amplification of macroeconomic and financial instability. That being said, getting out of the debt trap remains possible on condition that its management is improved by strict compliance with the golden rule of finance, by favoring in particular support for productive businesses, but also by improving the quality of institutions, severely degraded by poor governance and corruption.
