The study employs a qualitative, single-case study methodology, utilizing a comprehensive analysis of policy and legal documents, a thematic analysis of data from a series of multi-stakeholder workshops, and a detailed SWOT analysis developed during a national-level institutional assessment. The analysis reveals that Egypt's legacy ICZM framework, established in 1994, suffered from severe institutional fragmentation, weak horizontal coordination mechanisms, and a high dependency on external resources, which rendered it largely ineffective. In response, a new high-level governance architecture is proposed. This new model centralizes ultimate authority by being chaired by the Prime Minister, while simultaneously formalizing cross-sectoral and multi-level integration through a ministerial-level Executive Committee and a process-based "ICZM Regulating Mechanism" designed to embed stakeholder participation throughout the planning and implementation cycle. The Egyptian case provides a valuable blueprint for other developing nations grappling with the governance challenges of climate adaptation. It demonstrates a deliberate strategic shift from a siloed, ministry-led approach to a high-level, integrated governance model. This model prioritizes political authority to overcome institutional inertia and uses structured, formalized participation to build the adaptive capacity necessary for long-term coastal resilience. Introduction Coastal zones, which are home to a significant portion of the world's population and economic activity, are at the forefront of the climate crisis (IAIA, 2008). The confluence of rapid urbanization, industrial development, and intensive resource use has placed immense pressure on these fragile ecosystems, which provide essential services from food supply to carbon sequestration (Barbier et al., 2011). These existing pressures are now being dangerously amplified by the accelerating impacts of climate change, including sea-level rise, increased frequency and intensity of storm surges, coastal erosion, and the salinization of freshwater resources (IPCC, 2022). The Mediterranean Basin has been identified as a global climate change "hotspot," warming 20% faster than the global average (MedECC, 2020; UNEP/MAP, 2021), prompting the development of regional adaptation frameworks (UNEP/MAP, 2016). Recent data confirms this alarming trend, with record-breaking sea temperatures being recorded in July 2025 and projections indicating that marine heat waves will become longer and more frequent (Hassoun et al., 2025). Projections for the region indicate significant reductions in precipitation and increases in water temperature, which will exacerbate water scarcity and heighten disaster risk along its densely populated coastlines (MedECC, 2020). This complex interplay of socio-economic drivers and climatic hazards necessitates a paradigm shift in how coastal zones are governed and managed, moving from conventional approaches to climate-resilient public policy (IDB, 2023; Nicholls & Hoozemans, 1996). In response to these escalating challenges, Integrated Coastal Zone Management (ICZM) has emerged over the past three decades as the globally accepted framework for promoting the sustainable management of coastal areas (Cicin-Sain & Knecht, 1998; European Environment Agency, 2021). Originating from the 1992 Rio Earth Summit, ICZM is defined as a dynamic, multidisciplinary, and iterative process that seeks to balance environmental, economic, social, and cultural objectives within the limits of natural systems (European Environment Agency, 2021). In recent years, the ICZM framework has been increasingly aligned with the UN Sustainable Development Goals (SDGs), particularly SDG-14 ('Life Below Water'), which calls for sustainable management and conservation of coastal ecosystems (UN, 2016). The core principles of ICZM are fundamentally integrative. It demands integration across different policies (e.g., tourism, fisheries, urban planning), between different levels of administration (national, regional, and local), and between the terrestrial and marine components of the coastal zone (Cicin-Sain & Knecht, 1998). Furthermore, a central tenet of ICZM is the informed participation and cooperation of all stakeholders—from government agencies and private sector actors to local communities and non-governmental organizations—to ensure that management decisions are legitimate, equitable, and effective (European Environment Agency, 2021). The evolution of ICZM is deeply embedded within broader shifts in the theory and practice of environmental governance. The analysis of Egypt's reform process is framed by the transition from traditional, hierarchical models of governance to more contemporary, networked, and participatory approaches (Kooiman, 2003; Newig et al., 2018). Traditional "top-down" models, where a central government authority issues commands and expects compliance, have proven inadequate for managing complex, cross-cutting problems like coastal degradation (Kooiman, 2003). In contrast, modern governance theory emphasizes collaboration and shared decision-making among a diverse set of state and non-state actors (Newig et al., 2020). Recent scholarship highlights the importance of adaptive governance models that can cope with the deep uncertainty inherent in socio-ecological systems (Van Assche et al., 2020) and "Green Governance" approaches that prioritize stakeholder perspectives in policy implementation (Mehta, 2024). Within this context, two dimensions of integration are critical for successful ICZM. Vertical integration refers to the coordination and alignment of policies and actions between national, regional, and local levels of government, ensuring that national strategies are effectively translated into local practice and that local knowledge informs national policy (Olsen, 2003). Horizontal integration involves coordination across different government ministries and agencies at the same administrative level, breaking down the institutional "silos" that often lead to conflicting policies and fragmented management efforts (Olsen, 2003). Achieving both vertical and horizontal integration is a primary objective of any robust ICZM framework. Despite widespread international endorsement, the practical application of ICZM has been fraught with challenges, leading to a significant "implementation gap" where the concept is endorsed in policy but rarely fully realized in practice (Sørensen, 2002). This gap is particularly pronounced in developing countries, which often face a unique confluence of barriers. These include fragmented institutional mandates with overlapping and conflicting responsibilities, a lack of sustained political will, insufficient and unpredictable financial and human resources, weak legal frameworks, lengthy bureaucracy, and persistent conflicts between short-term economic development goals and long-term environmental conservation priorities (Creary, 2003; Karabiyik, 2012; Ngoran & Xue, 2016; Teampău, 2020). These challenges often result in ICZM initiatives that are donor-driven, project-based, and ultimately unsustainable once external support is withdrawn, failing to embed adaptive management into the permanent machinery of government. Egypt's North Coast exemplifies the acute challenges facing developing nations. It is a vital corridor for economic development, tourism, and agriculture, but it is also highly vulnerable to the impacts of climate change, particularly sea-level rise in the low-lying Nile Delta. Recognizing the inadequacy of its existing coastal management approach, which was established in the mid-1990s, Egypt has recently undertaken a comprehensive, multi-stakeholder process to diagnose the failures of its legacy framework and design a new governance model fit for the challenges of the 21st century. This context gives rise to the central research problem of this paper: How can a developing country, facing significant climate risks and a history of fragmented governance, reform its institutional architecture to overcome the typical barriers to effective and sustainable Integrated Coastal Zone Management? The primary objective of this paper is to conduct an in-depth analysis and critical evaluation of the process and outcome of Egypt's ICZM institutional reform. By deconstructing the diagnosis of the old system and the design principles of the new one, this study aims to extract key lessons about governance for climate adaptation. The significance of this research is twofold. First, it contributes a detailed, empirically grounded case study to the academic literature on environmental governance, offering a nuanced perspective on institutional design in a non-Western, developing country context. Second, it provides a tangible and potentially transferable blueprint for policymakers and practitioners in other coastal nations who are grappling with similar challenges of institutional inertia, sectoral fragmentation, and the urgent need to build climate resilience. 2. Research Methodology 2.1 Research Design This study employs a qualitative, single-case study design to conduct an in-depth, holistic investigation of a contemporary phenomenon: the process of national-level institutional reform for coastal management. The case is defined as the diagnosis of Egypt's legacy ICZM framework and the subsequent design of a new governance architecture, a process that took place between 2022 and 2023. This methodological approach is particularly well-suited for exploring the complex interplay of legal structures, institutional behaviors, and stakeholder dynamics within a specific, real-world context. It allows for a rich, detailed narrative that illuminates the "how" and "why" of institutional change, moving beyond mere description to analytical explanation, as shown in Fig. 1 . 2.2 Data Sources and Collection The primary data for this study were collected through a multi-method approach as part of a national-level assessment of Egypt's coastal management framework conducted between 2022 and 2023, as shown in Table 1 . The data collection process included: Policy and Legal Document Analysis : A systematic review of key national legal and strategic documents was conducted. This included Egypt's foundational Environmental Law 4/1994 (as amended by Law 9/2009), which provided the initial legal basis for ICZM; Prime Ministerial Decrees establishing the National Committee for Integrated Coastal Zone Management (NCICZM); and the draft National ICZM Strategy. This analysis was crucial for mapping the de jure institutional structure, mandates, and legal authorities of the legacy framework. Stakeholder Workshop Data : A series of four one-day workshops were conducted with key national and regional stakeholders between January 2022 and January 2023. Each workshop involved approximately 50–60 participants from relevant ministries, governorates, research institutes, and other public bodies. These workshops functioned as a form of deliberative inquiry, designed to identify institutional weaknesses, diagnose areas of conflict and overlap, and collaboratively build consensus around a preferred future governance model. The outputs, questions, and recommendations from these workshops were documented and served as direct evidence of stakeholder perceptions, priorities, and their role in co-designing the proposed reforms. SWOT Analysis : A comprehensive SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis of the existing legal and institutional framework was developed through a combination of expert legal and institutional review and preliminary stakeholder consultations. This analysis was used as a central data instrument, providing a structured and detailed critique of the pre-reform system and forming the empirical bedrock for justifying the proposed changes. First, the legal and policy document analysis was used to construct a detailed map of the formal, de jure institutional architecture of the legacy ICZM system, identifying key actors, their mandates, and the official lines of authority and coordination. Second, the SWOT analysis and the qualitative data from the stakeholder workshops were thematically coded. This process involved identifying, analyzing, and reporting recurrent themes related to governance failure (e.g., "weak coordination," "fragmentation of responsibilities," "lack of high-level authority," "ineffective participation") and the desired features for a new system (e.g., "Prime Ministerial leadership," "binding decisions," "formal integration mechanism"). Finally, the proposed future governance model was systematically deconstructed and analyzed against the diagnosed weaknesses. This allowed for a direct mapping of problems to solutions, revealing the explicit strategic logic behind each element of the new design (e.g., how the creation of an Executive Committee directly addresses the problem of horizontal fragmentation). This process enabled the construction of a coherent narrative explaining the rationale and mechanics of the institutional reform. 2.4 Conceptual Framework for Analysis The analysis is guided by a conceptual framework that illustrates the reform process as a form of participatory policy analysis. This process moves sequentially from data collection and diagnosis to the design of a reformed institutional architecture. The workshops and SWOT analysis were not merely data collection exercises; they were integral components of an iterative cycle of diagnosis, solution-building, and validation. The SWOT analysis, for instance, served as a crucial "boundary object"—a shared, simplified representation of a complex problem that enabled diverse stakeholders from different institutional cultures and with varying interests to engage in a productive dialogue about a common set of diagnosed failures. This shared understanding was a prerequisite for moving toward a consensus on the need for and the shape of the reform. Similarly, the sequence of workshops demonstrates an action-oriented approach, where the findings from one workshop informed the proposals discussed in the next, progressively refining the new governance model based on stakeholder feedback. This study, therefore, analyzes not just the final proposed structure, but the embedded, participatory process through which it was co-designed, offering a more dynamic understanding of institutional change. 3. Results 3.1 The Legacy Framework (1994–2022): A Structure of Centralized Responsibility but Diffused Authority The foundation of Egypt's formal approach to Integrated Coastal Zone Management was laid in the mid-1990s, catalyzed by international environmental discourse and supported by donor programs. The legal and institutional framework that emerged, primarily through Environmental Law 4/1994 and subsequent decrees, established an architecture centered on the National Committee for Integrated Coastal Zone Management (NCICZM), chaired by the Minister of Environment. The Egyptian Environmental Affairs Agency (EEAA), through its Central Department for ICZM, was designated as the technical secretariat and the lead coordinating body. On paper, this structure appeared to centralize responsibility for ICZM within the environmental sector. However, in practice, it suffered from a critical design flaw: a fundamental mismatch between responsibility and authority. While the EEAA was tasked with coordinating a multitude of powerful sectoral ministries (e.g., Water Resources, Housing, Defense, Tourism), it lacked the legal or political leverage to compel their cooperation or ensure their sectoral plans aligned with ICZM principles. The only formal link between the ICZM body and these other ministries was their representation on the NCICZM, a committee which proved to be an ineffective forum for resolving inter-sectoral conflicts or driving integrated planning. This created a system where responsibility was concentrated in one ministry, but the authority needed to enforce integration was diffused and contested across the government. The consequences of this structural weakness were profound. The ICZM process was highly vulnerable to the shifting policy priorities and resource allocations of the Ministry of Environment and dependent on external donor funding. When this support diminished around 2010, the entire ICZM process entered a "'sleeping' mode," demonstrating a clear lack of endogenous institutional sustainability and resilience. 3.2 Diagnosis of Institutional Failure: The SWOT Analysis The comprehensive assessment process undertaken in 2022–2023 produced a detailed and candid diagnosis of the failures of this legacy system, which is best encapsulated in the SWOT analysis developed through expert review and stakeholder consultations. This analysis provides the empirical foundation for understanding the necessity and direction of the proposed reforms, as shown in Table 2 . The weaknesses identified in this analysis are profound and systemic. They paint a picture of a governance system that is fragmented, poorly coordinated, lacking in authority, and disconnected from the communities it is meant to serve. It is this comprehensive diagnosis of failure that directly informed the design of the new, reimagined governance architecture. 3.4 A New Governance Architecture for Climate Resilience The proposed future ICZM framework represents a radical departure from the legacy system, designed specifically to address the weaknesses identified in the SWOT analysis, as shown in Fig. 2 . Its architecture is based on a strategic re-configuration of authority, coordination, and technical capacity. The most significant innovation is the elevation of the primary ICZM body to be chaired by the Prime Minister. This structural change is a direct response to the diagnosed weakness of the Ministry of Environment’s inability to enforce coordination. By placing the ultimate authority and responsibility for ICZM at the highest level of the executive branch, the new framework aims to leverage the Prime Minister’s political power to break institutional deadlocks and mandate cooperation among powerful line ministries. To facilitate this high-level coordination, the framework establishes an Executive Committee (EC). This committee serves as the primary engine for horizontal integration, bringing together the seven most critical ministries with coastal mandates: Water Resources and Irrigation (MWRI), Environment (MOE), Housing (MoH), Defense (MoD), Local Development (MOLD), Agriculture and Land Reclamation (MALR), and Planning (MOP). This formal, ministerial-level body is designed to be the forum for negotiating trade-offs, aligning sectoral strategies, and ensuring that coastal management is a shared, government-wide responsibility. Supporting this high-level political structure is a strengthened administrative and technical apparatus. A permanent, professional ICZM Office will be established and anchored within the Prime Minister’s office to act as the central nervous system of the entire framework, managing the ICZM process and providing secretariat support to the EC and NCICZM. This office will be buttressed by two key technical bodies: a strengthened Central Department for ICZM (CD-ICZM) within the EEAA, focusing on environmental aspects, and a new Coastal Monitoring and Information Centre (CMIC) to be established within the MWRI, tasked with managing data, conducting risk assessments, and providing the scientific basis for decision-making. This tripartite technical structure (ICZM Office, CD-ICZM, CMIC) is designed to provide the sustained institutional capacity that was previously lacking. 3.5 The “ICZM Regulating Mechanism”: Formalizing Participatory Planning Perhaps the most innovative component of the new framework is the “ICZM Regulating Mechanism.” This is not an institution in the traditional sense, but a formalized, legally embedded process designed to ensure continuous and meaningful stakeholder participation and achieve effective vertical integration. The mechanism moves beyond ad-hoc consultations by prescribing a mandatory cycle of structured workshops and focus group discussions at key stages of the planning, implementation, and monitoring process. This mechanism is designed to ensure that: The overarching ICZM Plan is developed and updated with the active participation of all concerned national, regional, and local stakeholders. National and regional sectoral plans (e.g., for tourism, agriculture, urban development) are elaborated jointly in participatory workshops, ensuring they are consistent with the ICZM Plan from their inception. The implementation of these sectoral plans is supervised and coordinated at the regional level through a similar participatory process, ensuring alignment with the ICZM Plan on the ground. Lessons learned from implementation are systematically harvested and fed back into the “never ending” ICZM process, creating a formal loop for adaptive management. By embedding this participatory cycle into the legislation governing spatial and sectoral planning, the framework hardwires collaboration into the standard operating procedures of government. It creates formal, predictable channels for communication and joint decision-making, directly addressing the diagnosed weaknesses of poor public participation and the disconnect between national plans and local realities. 4. Discussion 4.1 Elevating Governance for Integration: The Strategic Logic of Prime Ministerial Oversight The most profound element of the proposed reform is the decision to elevate leadership of the ICZM framework to the Prime Minister's office. This is a strategic move designed to solve the "wicked problem" of cross-sectoral coordination that plagues environmental governance worldwide (Sørensen, 2002). The legacy system, led by the Minister of Environment, failed precisely because environmental concerns are often marginalized when they conflict with the powerful mandates of economic, industrial, or infrastructure-focused ministries. By vesting ultimate authority in the head of government, the new framework leverages the highest level of executive power to compel cooperation, mediate inter-ministerial disputes, and ensure that ICZM is treated as a national priority rather than a peripheral environmental issue. This centralization of authority is not an end in itself; rather, it appears to be a calculated prerequisite for achieving meaningful horizontal integration. The Executive Committee, while a crucial forum for collaboration, derives its influence from the implicit backing of the Prime Minister, transforming it from a mere discussion group into an effective decision-making body. 4.2 Hardwiring Participation: From Ad-Hoc Consultation to Embedded Governance The proposed "ICZM Regulating Mechanism" represents a significant advancement in the operationalization of participatory governance. In recent years, participatory governance has emerged as a promising framework for environmental management, emphasizing the inclusion of diverse stakeholders to foster collaboration, transparency, and a sense of ownership (Di Franco et al., 2020). However, much of the literature critiques participatory processes that are merely consultative or tokenistic, failing to grant stakeholders genuine influence (Di Franco et al., 2020). The Egyptian model attempts to overcome this by embedding a mandatory, iterative cycle of stakeholder engagement directly into the legal and administrative procedures of planning and implementation. This approach aligns with recent empirical findings suggesting that the design of participation is critical. Specifically, research shows a strong positive correlation between the delegation of decision-making power to participants and the achievement of high environmental standards in governance outputs (Newig et al., 2020). Furthermore, for long-term environmental problems like climate change, intensive deliberation has been shown to be more decisive than mere participation (Peters & Jager, 2025). By making multi-stakeholder workshops the required venue for elaborating and approving sectoral plans, the mechanism shifts participation from a voluntary add-on to a non-negotiable component of the governance process itself. This formalization creates a system where top-down authority (from the Prime Minister) is used to create and protect a space for bottom-up and cross-level deliberation—a fascinating and potentially potent combination. The centralization of power may, paradoxically, be the key to empowering a more decentralized and participatory planning process, by ensuring that the outcomes of these deliberations are respected and acted upon by all government bodies. 4.3 A Comparative Perspective: Egypt's Hybrid Model in the Mediterranean Context Situating Egypt's proposed reform within the broader Mediterranean context reveals its unique character. Many Mediterranean countries have struggled with ICZM implementation due to their own governance challenges (PAP/RAC, 2011). Spain's highly decentralized system creates complexities in coordinating between national and powerful autonomous regional governments (Ariza et al., 2010), though it has seen some success in stakeholder engagement (Barbier et al., 2011; Bell et al., 2013). Italy and Greece have long been characterized by institutional fragmentation and the lack of a coherent national framework, with management often occurring in a piecemeal, uncoordinated fashion at the regional or local level, creating a significant gap between science and policy (Furlan et al., 2017; Petrakis et al., 2010). Similarly, Turkey has faced challenges with fragmented authority and inadequate communication between central and local governments (Karabiyik, 2012). In contrast, countries like France have a strong tradition of centralized, state-led planning, which can facilitate top-down implementation but may struggle with local stakeholder buy-in (Deboudt et al., 2008; Esguerra et al., 2017). Egypt's proposed model does not neatly fit any of these archetypes. It is not a fully decentralized model like Spain's, nor is it a purely top-down technocratic model like France's. Instead, it represents a hybrid "guided network" approach. It leverages the strong central authority characteristic of its political system to create, mandate, and enforce a collaborative network structure. This model acknowledges that in a context with powerful, entrenched ministerial silos, voluntary or purely bottom-up coordination is unlikely to succeed. Therefore, it uses the coercive power of the state's highest office to force these actors into a structured, participatory network. This "guided network" may represent a more pragmatic and viable pathway to integrated governance in political contexts where traditions of inter-agency collaboration are weak and hierarchical authority is the primary driver of action. 4.4 Building Adaptive Capacity for an Uncertain Future The new institutional design is explicitly geared towards building adaptive capacity—the ability of a system to adjust to climate change, to moderate potential damages, to take advantage of opportunities, or to cope with the consequences (IPCC, 2022). The creation of the Coastal Monitoring and Information Centre (CMIC) is a critical step in strengthening the science-policy interface. By centralizing data collection, risk assessment, and monitoring, the CMIC is positioned to provide the evidence base needed for informed, adaptive decision-making. More fundamentally, the iterative, "never ending" process envisioned by the ICZM Regulating Mechanism embodies the core cycle of adaptive management: plan, implement, monitor, evaluate, and adjust (Cicin-Sain & Knecht, 1998). This contrasts sharply with the static, one-off planning that often characterizes government action. By building a formal feedback loop into the governance system, the framework acknowledges the deep uncertainty inherent in climate change (Van Assche et al., 2020) and creates a mechanism for continuous learning and policy adjustment as conditions change and new information becomes available. 4.5 Overcoming Institutional Inertia: Potential Barriers to Implementation Despite its innovative design, the successful implementation of this ambitious framework faces significant hurdles. The history of public administration reform is replete with examples of "paper decentralization," where formal structures for participation and local governance are created, but real power and resources remain centralized, rendering the new bodies ineffective (Creary, 2003). The effectiveness of the local and governorate-level ICZM committees will depend entirely on whether they are granted genuine authority and the resources to fulfill their mandates. Furthermore, the entire framework's sustainability is contingent on long-term domestic political will and financial commitment. The current momentum is driven by a major international project, but the true test will come when this external support ends. Sustaining the operations of the ICZM Office, the CMIC, and the extensive participatory processes will require significant and consistent national budgetary allocations, which may be difficult to secure amidst competing development priorities (Burke et al., 2020). Finally, the capacity-building challenge is immense. The new model requires a paradigm shift in how public officials work—moving from siloed, hierarchical modes of operation to collaborative, participatory ones. This will necessitate a massive, multi-year investment in training and organizational development at all levels of government to equip staff with the skills needed to operate within this new, complex governance landscape (NIRAS, 2023). 5. Conclusion This analysis of Egypt's Integrated Coastal Zone Management reform process has revealed a deliberate and strategic effort to redesign environmental governance for an era of climate change. The study finds that the legacy ICZM framework, rooted in a single-ministry coordination model, was structurally incapable of managing the complex cross-sectoral challenges of coastal management, leading to its eventual dormancy. The diagnosis of this failure, conducted through a comprehensive and participatory assessment, identified systemic weaknesses including institutional fragmentation, weak horizontal and vertical integration, and a lack of political authority. In response, the proposed new governance architecture represents a fundamental shift in approach. By centralizing ultimate authority under the Prime Minister and creating a mandatory, multi-level participatory process through the "ICZM Regulating Mechanism," the reform attempts to construct a "guided network." This hybrid model uses top-down power to enforce bottom-up and cross-level collaboration, providing a novel solution to the persistent implementation gap in ICZM. The framework is designed not only to integrate planning but also to build long-term adaptive capacity through a strengthened science-policy interface and an embedded adaptive management cycle. The contributions of this paper are twofold. For scholarship on environmental governance, it provides a rich, empirically detailed case study of institutional design for climate adaptation. It moves beyond normative calls for participation and integration to analyze the specific architectural choices made to achieve these goals within a developing country context. The concept of a "guided network" model, where centralized authorities enable networked collaboration, offers a new analytical lens for studying governance reform in similar political systems. For policy, this study offers a tangible and detailed blueprint that can inform reform efforts in other coastal nations, particularly in the Global South, that face similar challenges of institutional fragmentation and escalating climate risk. It demonstrates a clear pathway from diagnosis to design, highlighting the importance of securing high-level political buy-in, formalizing mechanisms for both horizontal and vertical integration, and embedding participatory processes into the legal fabric of governance. Based on the analysis of the proposed framework and its potential implementation challenges, three key recommendations emerge for the Government of Egypt and its international partners: Secure Long-Term Domestic Resourcing : The highest priority must be to transition the funding for the core components of the new framework—particularly the ICZM Office and the CMIC—from donor-dependence to a secure, long-term line item in the national budget. This is the single most critical factor for ensuring the system's sustainability. Invest in System-Wide Capacity Building : A comprehensive, multi-year capacity-building program should be designed and launched immediately. This program must go beyond technical training and focus on fostering a new culture of collaboration, communication, and evidence-based decision-making across all relevant ministries, agencies, and governorates. Pilot and Refine the Regulating Mechanism : The innovative "ICZM Regulating Mechanism" should be immediately piloted in one or two coastal governorates. This will allow for real-world testing and refinement of its operational procedures, workshop formats, and conflict resolution mechanisms before a full-scale national rollout, ensuring its practicality and effectiveness. This paper provides a snapshot of a governance framework at the design stage. Its ultimate success will only be known through implementation. This points to several critical avenues for future research. Longitudinal studies are needed to track the implementation process over the next five to ten years, assessing the extent to which the new structures and processes are operationalized and whether they lead to improved environmental and social outcomes. Comparative analysis with other countries in the Middle East and North Africa regions that are also reforming their coastal governance systems would provide valuable insights into the influence of different political and administrative contexts. Finally, further research should focus on the role and influence of civil society and the private sector within the new participatory structures, to understand whether the "guided network" model can evolve into a truly inclusive and polycentric governance system.
