Using a stochastic entropy-balance controller formulated within the stochatic framework, we show that a purely Hamiltonian limit corresponds to a degeneracy point at which entropy production, feedback gain, and stochastic forcing vanish simultaneously. At this point, the dynamics reduce uniquely to deterministic Hamiltonian flow, indicating the closure of classical dissipative and stochastic channels. We demonstrate that the remaining coherent forcing term is naturally interpreted as the reduced representation of unitary quantum evolution under a controlled Hamiltonian. These results support the view that quantum dynamics are not an additional postulate at the purely Hamiltonian limit, but the residual structure compatible with vanishing entropy production and closed, reversible evolution.
