Governing the Blue Economy through Village Regulations: A Coastal Conservation and Resilience Approach from Indonesia

Abstract

Abstract The blue economy has become a central policy framework for promoting sustainable use of coastal and marine resources, yet its implementation is often constrained by centralized and sectoral governance that fails to address local socio-ecological conditions in coastal areas. This study examines how village-level legal instruments can function as effective governance mechanisms for advancing coastal conservation, strengthening community resilience, and operationalizing blue economy principles at the local scale. Using a socio-legal and multi-level governance approach, this research draws on legal and policy analysis, field observations, semi-structured interviews, and focus group discussions conducted in three coastal villages in Gresik Regency, Indonesia. The analysis focuses on how village regulations are formulated, how they structure institutional roles, and how they integrate conservation objectives with local economic activities such as mangrove-based ecotourism, fisheries, and village-owned enterprises. The findings show that village regulations play a critical role in translating national blue economy and coastal management policies into locally enforceable conservation and governance practices. By legally embedding sustainability principles, participatory mechanisms, and ecosystem-based zoning into village rules, these regulations enhance protection of coastal ecosystems, support equitable benefit sharing, and strengthen institutional dimensions of coastal resilience. However, their effectiveness depends on legal harmonization with higher-level spatial planning and adequate institutional capacity at the village level. This study contributes to coastal conservation and governance scholarship by demonstrating how village-level legal frameworks can function as adaptive and scalable instruments for integrating conservation and development in coastal communities. The village-based regulatory model proposed offers policy-relevant insights for decentralized coastal states seeking to strengthen blue economy implementation while safeguarding fragile coastal ecosystems.

Introduction The blue economy has emerged as a central framework for reconciling economic development with the protection of marine and coastal ecosystems, particularly in countries with extensive coastlines and high dependence on marine resources. By promoting sustainable use, ecosystem-based management, and innovation, the blue economy seeks to address persistent challenges such as coastal degradation, declining fisheries, climate change impacts, and socio-economic vulnerability of coastal communities (UNEP, 2016 ; OECD, 2020 ). However, despite its growing prominence in global and national policy agendas, the governance of the blue economy remains uneven, frequently constrained by fragmented regulatory frameworks and weak institutionalization at the local level. In many coastal states, including Indonesia, blue economy policies are predominantly formulated through top-down and sectoral governance arrangements that prioritize national or provincial authorities (Thalib, 2022 ; Warren, 2021 ). While these approaches provide strategic direction, they often overlook the role of coastal villages as frontline governance actors who interact directly with marine and coastal ecosystems on a daily basis. Coastal villages are not merely economic units; they are complex socio-ecological systems where livelihoods, customary practices, local institutions, and ecosystems are deeply interconnected. The absence of effective village-level regulatory instruments has contributed to governance gaps, reflected in weak enforcement, informal management practices, limited community participation, and insufficient integration between conservation objectives and local economic development (Glaser et al., 2015 ). Recent developments in Indonesia’s legal framework on village governance—particularly the amendment of the Village Law—have created new institutional opportunities to reposition villages as active agents in coastal and marine governance. The legal recognition of village authority based on recognition and subsidiarity principles enables villages to regulate matters rooted in local origin and scale, including the management of coastal and marine resources. Within this context, Village Regulations (Peraturan Desa) have gained renewed importance as formal legal instruments that can structure local governance, define institutional roles, regulate resource use, and embed community participation within legally binding frameworks. Empirical evidence from coastal villages in Kabupaten Gresik demonstrates both the urgency and the potential of village-based regulation for blue economy governance. Field observations and stakeholder interviews in Banyuurip, Pangkah Kulon, and Campurejo reveal that significant coastal economic and ecological initiatives—such as mangrove ecotourism, sustainable fisheries, seaweed cultivation, and village-owned enterprises—often operate without adequate legal foundations at the village level. In the absence of Village Regulations, these initiatives face recurring challenges, including unclear authority, limited funding mechanisms, weak accountability, and vulnerability to environmental degradation. Conversely, participatory processes such as village deliberations (musyawarah desa) and focus group discussions indicate strong local demand for village regulations that can formalize governance arrangements and align economic activities with ecological protection. This article addresses this gap by examining how village-based regulatory frameworks can function as innovative legal instruments for governing the blue economy and enhancing coastal resilience. Drawing on a socio-legal approach, the study analyzes how Village Regulations are formulated, negotiated, and operationalized in coastal villages, using empirical evidence from three villages in Gresik Regency. Rather than treating village regulations as subordinate or merely administrative norms, this study conceptualizes them as adaptive governance tools capable of integrating ecological sustainability, local economic development, and social inclusion. The central argument advanced in this article is that governing the blue economy from the village level represents a paradigm shift from sectoral and top-down coastal management toward a more adaptive, participatory, and resilience-oriented regulatory model. By embedding blue economy principles into Village Regulations, coastal governance becomes more responsive to localized environmental risks such as coastal erosion, mangrove degradation, declining fish stocks, and climate-related hazards. In this way, village-based regulation does not replace higher-level policies but complements them by strengthening coastal resilience through legally grounded community engagement and locally tailored governance mechanisms. This study contributes to the literature on ocean and coastal management in three significant ways. First, it advances theoretical understanding by positioning Village Regulations as a distinct and underexplored layer of coastal governance within multi-level regulatory systems. Second, it provides empirical insights into how village-level legal instruments operate in practice, highlighting both opportunities and constraints in governing the blue economy at the local scale. Third, it proposes a village-based regulatory model for coastal resilience that offers policy-relevant lessons for other coastal states facing similar governance challenges related to decentralization, sustainability, and community-based coastal management. 2. Conceptual Framework: Blue Economy Governance, Coastal Resilience, and Village-Level Regulation The blue economy is increasingly conceptualized not merely as an economic development strategy, but as a governance framework that integrates marine resource utilization, environmental protection, and social well-being across interconnected spatial and institutional scales (UNEP, 2016 ; Bennett et al., 2019 ). Recent ocean and coastal management literature emphasizes that the success of blue economy initiatives depends less on sectoral growth targets and more on the quality of governance arrangements that shape decision-making, accountability, and stakeholder participation (Oliveira, 2024; Voyer et al., 2022). This shift reflects broader recognition that marine and coastal systems are complex socio-ecological systems requiring governance approaches capable of managing uncertainty, trade-offs, and competing interests. Within this governance-oriented understanding, scholars have increasingly highlighted the institutional and regulatory dimensions of the blue economy, particularly the need for adaptive and participatory governance structures that can operate across multiple levels (Glaser et al., 2015 ; Bennett et al., 2021 ). Centralized and technocratic governance models have been widely criticized for their limited capacity to address localized environmental dynamics and social realities, especially in coastal contexts where livelihoods are closely tied to ecosystem health (Assche et al., 2020 ). Empirical evidence from diverse coastal regions demonstrates that blue economy initiatives often struggle to achieve sustainability objectives when governance arrangements fail to incorporate local knowledge, community participation, and cross-scale coordination (Dash & Balamurugan, 2024). Coastal resilience provides a critical analytical lens for evaluating the effectiveness of blue economy governance. Contemporary resilience scholarship has moved beyond narrow interpretations focused solely on physical adaptation to coastal hazards, instead emphasizing the capacity of social, economic, and institutional systems to anticipate, respond to, and learn from environmental change (Adger, 2000 ; Folke et al., 2010). In coastal settings, resilience is strongly mediated by governance structures that determine how resources are accessed, how risks and benefits are distributed, and how conflicts between conservation and development objectives are managed (Béné et al., 2021 ). Regulatory instruments therefore play a pivotal role in translating resilience principles into operational governance practices that shape everyday interactions between communities and coastal ecosystems. Despite growing recognition of these dynamics, blue economy governance in many coastal states remains dominated by centralized and sectoral regulatory frameworks, including national policies, marine spatial planning regimes, and ministerial regulations (Thalib, 2022 ; Voyer et al., 2022). While such frameworks are essential for providing strategic direction and regulatory coherence, they often struggle to address governance challenges emerging at the land–sea interface. These challenges include informal resource use, weak enforcement, limited stakeholder engagement, and fragmented institutional responsibilities, all of which undermine the effectiveness of coastal management interventions (Warren, 2021 ; Dash & Balamurugan, 2024). This study adopts a multi-level governance perspective to conceptualize village-level regulation as a distinct and underexplored layer of blue economy governance. Multi-level governance theory emphasizes that effective environmental governance emerges from interactions among actors and institutions operating at different scales, rather than from top-down control alone (Assche et al., 2020 ). Within the Indonesian legal system, Village Regulations constitute formal legal instruments enacted under national law but grounded in principles of local authority and subsidiarity. Unlike informal community arrangements, Village Regulations possess legal certainty, institutional legitimacy, and enforceability, enabling them to structure governance relationships, allocate responsibilities, and regulate economic and environmental activities at the local scale. From an ocean and coastal management perspective, village regulations can be understood as boundary institutions that mediate between national blue economy policies and local socio-ecological realities. Boundary institutions are particularly important in coastal governance because they facilitate translation between different knowledge systems, governance scales, and policy objectives (Folke et al., 2005 ; Glaser et al., 2015 ). Through village regulations, abstract blue economy principles—such as sustainability, ecosystem protection, and inclusive development can be translated into context-specific rules governing fisheries management, mangrove conservation, coastal ecotourism, and village-based enterprises. This regulatory function is especially significant in coastal villages where economic activities are highly sensitive to environmental degradation and governance failures can rapidly erode both ecosystem integrity and livelihood security. Drawing on legal pluralism and adaptive governance theory, this framework conceptualizes village regulations not as subordinate norms within a rigid legal hierarchy, but as adaptive regulatory instruments embedded within plural governance systems (Assche et al., 2020 ; Oliveira, 2024). Through participatory drafting processes, deliberative decision-making, and periodic revision, village regulations can incorporate local ecological knowledge, respond to emerging coastal risks, and institutionalize learning within formal governance structures. In this sense, village-level regulation contributes to coastal resilience by strengthening institutional capacity, enhancing community participation, and aligning economic activities with ecological constraints and carrying capacities. Recent studies further emphasize the role of learning processes and civil society engagement in strengthening adaptive governance and institutional resilience in coastal and marine contexts (Paul et al., 2025). By situating village regulations within broader debates on blue economy governance and coastal resilience, this conceptual framework provides a foundation for analyzing how local legal instruments can enhance adaptive capacity without undermining regulatory coherence at higher governance levels. It responds directly to calls within ocean and coastal management scholarship for governance approaches that move beyond top-down policy design and recognize the regulatory significance of local institutions in managing complex coastal socio-ecological systems. 3. Methods 3.1. Research Design This study adopts a socio-legal research design to examine how village-level regulatory instruments function within multi-level blue economy governance. Socio-legal research is particularly appropriate for analyzing law not only as a set of formal norms but as a governance mechanism embedded in social practices, institutional arrangements, and power relations (Marin & Möllers, 2021). By integrating legal analysis with empirical inquiry, this approach enables examination of both normative regulatory frameworks and their practical implementation in coastal governance contexts. The study is further informed by a multi-level governance perspective, which has been widely recognized as essential for understanding coastal and marine governance challenges that span local, regional, and national scales (Assche et al., 2020; Botero et al., 2025). This perspective allows the analysis to capture interactions among governance actors and regulatory instruments across scales, emphasizing regulatory coherence, institutional coordination, and participation as key dimensions of effective blue economy governance. 3.2. Data Sources Data were collected through three complementary sources to ensure analytical triangulation. (1) Legal and Policy Document Analysis Primary legal and policy instruments at national and village levels were systematically reviewed, including: Indonesia’s Village Law and its amendments; Village Regulations enacted in coastal communities; National and regional policy frameworks related to the blue economy and coastal management. This analysis provided the basis for identifying the legal authority, regulatory scope, and governance space available for village-level coastal governance. (2) Field Observations and Regulatory Documents Field observations were conducted in selected coastal villages to examine governance practices and the implementation context of village regulations. Relevant regulatory documents were collected and analyzed to assess how coastal and marine resource management, economic activities, and community participation are addressed in formal village-level instruments. These data enabled comparison between de jure regulatory provisions and de facto governance practices. (3) Semi-Structured Interviews and Participatory Forums Semi-structured interviews were conducted with key stakeholders, including village officials, representatives of village-owned enterprises, community leaders, and local economic actors. In addition, focus group discussions (FGDs) and participatory forums were organized to capture deliberative governance dynamics. These interactions provided insight into how regulatory norms are interpreted and negotiated, perceived governance challenges, and institutional arrangements that facilitate or constrain implementation. All interviews and FGDs followed ethical research protocols, including informed consent and participant anonymity. 3.3. Data Analysis Data analysis was conducted through four integrated analytical steps. (1) Legal Content Analysis Legal and policy texts were examined using qualitative content analysis, focusing on regulatory scope, authority, and provisions related to blue economy activities and coastal resource governance. This analysis supported systematic comparison between regulatory intent and governance practice. (2) Thematic Analysis of Qualitative Data Interview and FGDs transcripts were transcribed and coded using thematic analysis. Themes were identified iteratively, focusing on governance functions such as regulatory adoption, enforcement practices, institutional coordination, and participation mechanisms. This analytical approach follows established qualitative standards in environmental and coastal governance research that emphasize transparency and reflexivity (Bennett et al., 2021). (3) Multi-Level Governance Mapping Relationships among governance actors operating at village, district, provincial, and national levels were mapped to identify patterns of authority, coordination, and regulatory interaction. This mapping approach has been shown to enhance understanding of institutional complexity and governance performance in coastal management systems (Assche et al., 2020). (4) Comparative Regulatory Analysis Village regulatory instruments were compared across case sites to identify shared regulatory mechanisms and variations in governance outcomes. Comparative analysis enabled identification of common institutional patterns and context-specific differences relevant to blue economy governance and coastal resilience (Botero et al., 2025). 3.4. Methodological Rigor and Relevance This qualitative, socio-legal research design is well suited to the study of blue economy governance because it captures the interaction between legal norms and governance practice, integrates participatory perspectives from local actors, and analyzes institutional dynamics across governance scales. By combining legal analysis with empirical qualitative data, the methodology moves beyond descriptive case studies and provides a robust analytical framework for examining regulatory innovation and coastal resilience within multi-level governance systems. 4. Results 4.1. Regulatory Landscape of Blue Economy Governance at the Village Level Empirical findings indicate that blue economy–related activities in the studied coastal villages are already present, particularly in the form of coastal ecotourism, mangrove-based tourism, small-scale fisheries, and village-owned enterprises. Similar patterns have been observed in other coastal contexts, where blue economy initiatives emerge prior to the establishment of coherent local regulatory frameworks (Voyer et al., 2022; Dash & Balamurugan, 2024). In the studied villages, these activities are largely governed through informal arrangements or fragmented sectoral regulations originating from higher administrative levels. Interviews with village officials and community representatives reveal that the absence of village-level regulation has resulted in uncertainty regarding authority, responsibility, and benefit distribution. This finding aligns with previous studies indicating that regulatory gaps at the local level often undermine enforcement capacity and long-term sustainability of coastal initiatives (Warren, 2021 ; Oliveira, 2024). The lack of legally binding village regulations limits the ability of local institutions to manage visitor pressure, secure conservation funding, and integrate environmental safeguards into economic activities. 4.2. Institutional Roles and Governance Arrangements The results demonstrate that village governance structures possess latent institutional capacity to manage blue economy initiatives but lack formal regulatory mandates. This condition reflects broader challenges in decentralized coastal governance systems, where institutional roles remain ambiguous in the absence of clear local legal instruments (Assche et al., 2020 ). Village governments, representative bodies, community organizations, and village-owned enterprises are involved in coastal activities, yet coordination relies heavily on informal leadership rather than institutionalized governance arrangements. The proposed Village Regulation introduces clearer role allocation by formally assigning operational responsibilities to village-owned enterprises while maintaining strategic oversight by village authorities. Stakeholders perceived this institutional clarity as essential for accountability and transparency, echoing findings from coastal governance literature that emphasize the importance of clearly defined institutional roles for effective management (Glaser et al., 2015 ; Bennett et al., 2021 ). 4.3. Integration of Blue Economy Principles into Village Regulation Analysis of the draft Village Regulation shows that blue economy principles are translated into enforceable regulatory mechanisms at the village level. These include sustainability principles, participatory governance provisions, ecosystem-based zoning, and mandatory revenue allocation for conservation and community development. Such regulatory translation reflects best practices in coastal governance, where abstract sustainability principles are operationalized through binding local instruments (Voyer et al., 2022). Participants in focus group discussions emphasized that embedding sustainability and participation within village regulations strengthens compliance and collective responsibility. Similar observations have been reported in studies highlighting the role of local regulation in aligning economic activities with ecological constraints (Dash & Balamurugan, 2024). 4.4. Coastal Resilience Outcomes Identified by Local Stakeholders Stakeholders consistently associated village-based regulation with improved coastal resilience outcomes across ecological, socio-economic, and institutional dimensions. Ecologically, legal protection of mangrove areas and coastal ecosystems was perceived as critical for reducing degradation and maintaining ecosystem services, consistent with resilience-oriented coastal management literature (Adger, 2000 ; Folke et al., 2010). Socio-economically, village regulation was viewed as enabling more equitable benefit distribution through village-managed enterprises and community-based tourism. Institutionally, respondents highlighted that legal certainty enhances governance capacity, enabling local institutions to anticipate risks, manage conflicts, and adapt governance practices over time. These findings resonate with studies emphasizing institutional resilience as a core component of sustainable coastal governance (Béné et al., 2021 ). Similar resilience outcomes have been documented in coastal systems where nature-based solutions and integrated governance approaches enhance ecosystem stability and social adaptive capacity (Sun & Gai, 2026 ; Liu et al., 2026 ). 4.5. Governance Challenges and Implementation Constraints Despite positive expectations, respondents identified several implementation challenges, including limited technical expertise, financial constraints, and uncertainty regarding coordination with higher-level authorities. Such challenges are widely documented in decentralized coastal governance systems, where local innovation often depends on vertical coordination and capacity-building support (Warren, 2021 ; Oliveira, 2024). Stakeholders also noted potential tensions between village regulations and higher-level spatial planning and coastal zoning regimes. While alignment with existing frameworks is intended, effective implementation will require sustained intergovernmental coordination to avoid regulatory overlap, a concern frequently raised in multi-level coastal governance research (Assche et al., 2020 ; Voyer et al., 2022). Comparable implementation constraints have been reported in other decentralized coastal governance settings, particularly in mangrove-dependent communities in the Global South (Sam & Onyena, 2026 ; Razak et al., 2024 ). 5. Discussion This study demonstrates that governing the blue economy from the village level constitutes a substantive regulatory innovation in ocean and coastal management, rather than a marginal extension of existing governance frameworks. Much of the blue economy literature has emphasized the role of national legal frameworks and sectoral policies in promoting sustainability and marine ecosystem protection (UNEP, 2016 ; Thalib, 2022 ). Recent legal scholarship has also highlighted the importance of strengthening national regulatory regimes to support coral reef protection and sustainable blue economy objectives (Chomariyah, 2025 ). While these national frameworks are essential for setting normative direction and conservation standards, the findings of this study reveal that their effectiveness ultimately depends on how they are translated into operational governance instruments at the local level. From a coastal governance perspective, village regulations function as a critical missing link between national blue economy commitments and on-the-ground management practices. In contrast to top-down, sectoral regulatory approaches, village-based regulation enables context-specific responses to socio-ecological challenges at the land–sea interface, where coastal livelihoods, ecosystems, and local institutions intersect. This supports arguments in multi-level governance scholarship that effective coastal management emerges from the interaction of governance arrangements across scales, rather than from centralized regulation alone (Folke et al., 2005 ; Glaser et al., 2015 ). The findings further suggest based on regulatory design, institutional arrangements, and zoning mechanisms that village regulations enhance coastal resilience by institutionalizing participation, accountability, and adaptive governance mechanisms. By legally embedding blue economy principles into village rules governing fisheries, mangrove conservation, coastal tourism, and village-owned enterprises, local communities gain both authority and responsibility in managing coastal resources. This institutionalization strengthens social and institutional dimensions of resilience, which are increasingly recognized as central to sustainable coastal management under conditions of environmental uncertainty and climate change (Adger, 2000 ; Bennett et al., 2019 ). Importantly, this study extends previous work on national-level legal frameworks for marine conservation by demonstrating how regulatory effectiveness is shaped by local legal institutions. While national laws articulate broad sustainability objectives—such as ecosystem protection, sustainable resource use, and economic inclusion—the absence of village-level regulatory instruments often results in weak enforcement, informal practices, and governance fragmentation. The village-based regulatory model identified in this study illustrates how local legal instruments can operationalize national blue economy agendas by translating abstract principles into enforceable, locally legitimate rules (Chomariyah, 2025 ). Nevertheless, the analysis also reveals structural constraints that limit the transformative potential of village-based regulation. Jurisdictional ambiguities between village authority and higher-level sectoral regulations may create uncertainty regarding regulatory scope and enforcement. In addition, uneven technical and financial capacity across villages can result in differentiated governance outcomes. These findings echo broader critiques in coastal governance literature regarding the challenges of decentralization in the absence of adequate institutional support and vertical coordination (Warren, 2021 ). Taken together, the results suggest that village-level regulation should not be viewed as a substitute for national legal frameworks, but as a complementary governance layer that enhances regulatory coherence and implementation effectiveness (Assche et al., 2020 ; Thalib, 2022 ). Strengthening the interaction between national blue economy policies and village regulations through legal harmonization, capacity building, and institutional coordination can significantly improve coastal resilience outcomes (UNEP, 2016 ; Bennett et al., 2019 ; Warren, 2021 ). By situating local legal institutions within broader governance systems, this study contributes to ongoing debates on how to design more inclusive, adaptive, and resilient blue economy governance frameworks in coastal states (Bennett et al., 2021 ; Botero et al., 2025 ). 5.1. Analysing the Proposed Village Regulation Draft as a Model for Blue Economy Governance (with citations) The proposed Village Regulation on Blue Economy–Based Coastal Ecotourism provides an important empirical illustration of how blue economy principles can be operationalized through village-level legal instruments (UNEP, 2016 ; Bennett et al., 2019 ). Unlike many village regulations that focus narrowly on administrative or development functions, the draft regulation explicitly integrates ecological sustainability, local economic development, and participatory governance within a single regulatory framework. This integrated approach reflects a substantive shift from sectoral coastal management toward a governance model that aligns with contemporary blue economy and coastal resilience discourse (Bennett et al., 2021 ; Noort et al., 2026 ). From a regulatory design perspective, the draft regulation demonstrates strong normative coherence with national and subnational legal frameworks. The preambular considerations situate village authority within Indonesia’s Village Law, tourism legislation, spatial planning regimes, and coastal zoning instruments. This legal anchoring is crucial in mitigating jurisdictional conflicts and ensuring vertical regulatory alignment, a challenge frequently identified in decentralized coastal governance systems (Assche et al., 2020 ; Warren, 2021 ). By explicitly referencing spatial planning and coastal zoning regulations, the draft strengthens legal certainty and enhances the legitimacy of village-based coastal governance (Thalib, 2022 ). Substantively, the draft regulation advances blue economy governance by embedding sustainability principles as binding legal norms rather than aspirational policy statements. The articulation of principles such as environmental sustainability, community participation, benefit-sharing, and cultural preservation provides a normative foundation for balancing economic use with ecosystem protection (Bennett et al., 2019 ; Cisneros-Montemayor et al., 2025 ). Importantly, the regulation translates these principles into operational mechanisms, including zoning arrangements, restrictions on environmentally harmful activities, and mandatory conservation funding allocations. Such provisions move beyond symbolic regulation and contribute directly to ecological and institutional dimensions of coastal resilience (Adger, 2000 ; Folke et al., 2005 ). Institutionally, the draft regulation assigns a central governance role to village-owned enterprises as operational managers of coastal ecotourism, while maintaining oversight by village authorities and representative bodies. This institutional arrangement reflects a hybrid governance model that combines public authority with community-based economic management (Glaser et al., 2015 ; Razak et al., 2024 ). The involvement of community organizations, such as tourism awareness groups, further strengthens participatory governance and aligns with literature emphasizing the importance of local institutions in sustaining coastal management outcomes (Glaser et al., 2015 ; Marin & Möllers, 2021 ). By formalizing these roles within a legal framework, the regulation reduces dependence on informal arrangements and enhances accountability. The zoning provisions contained in the draft regulation represent a particularly significant contribution to coastal governance. By differentiating core conservation zones, limited-use zones, and buffer zones, the regulation incorporates ecosystem-based management principles at the village level (Folke et al., 2005 ; Datta et al., 2025 ). This spatial differentiation enables targeted protection of sensitive ecosystems such as mangroves and coral reefs while allowing controlled economic activities compatible with environmental carrying capacity. Such zoning mechanisms are widely recognized as essential tools for coastal resilience but remain uncommon in village-level legal instruments (Hu et al., 2023 ; Jin & Jiang, 2024 ). Despite its strengths, the draft regulation also highlights broader governance challenges inherent in village-based regulation. Effective implementation will depend on the technical capacity of village institutions to conduct environmental monitoring, enforce restrictions, and manage financial flows transparently (Béné et al., 2021 ; Malik et al., 2025 ). Moreover, coordination with district and provincial authorities remains critical, particularly where village regulations intersect with higher-level coastal zoning and conservation regimes (Assche et al., 2020 ; Warren, 2021 ). These challenges underscore the need for supportive vertical governance arrangements to complement local regulatory innovation. Overall, the proposed Village Regulation exemplifies how village-level law can function as an adaptive governance instrument for the blue economy. It operationalizes national sustainability objectives within locally legitimate and enforceable rules, thereby strengthening coastal resilience through institutionalized participation, ecosystem protection, and community-based economic development (Bennett et al., 2021 ; Matovu et al., 2025 ). As such, the draft regulation provides empirical grounding for the regulatory model advanced in this article and demonstrates the practical feasibility of governing the blue economy from the village level. Table 1 synthesizes how blue economy principles are translated into village-level regulatory mechanisms and their implications for coastal resilience. Implications for Multi-Level Blue Economy Governance and Policy Transferability The findings of this study carry important implications for multi-level blue economy governance, particularly in decentralized coastal states where regulatory authority is distributed across national, subnational, and local levels. Rather than reinforcing a binary distinction between centralized and community-based governance, the village regulation model examined in this study demonstrates how local legal instruments can operate as an intermediary governance layer that enhances regulatory coherence and implementation effectiveness across scales (Assche et al., 2020 ; Botero et al., 2025 ). At the national and subnational levels, the analysis suggests that blue economy policies are more likely to achieve tangible outcomes when they are supported by legally grounded local instruments capable of translating broad policy objectives into operational rules. Village regulations provide a mechanism through which national sustainability goals such as ecosystem protection, inclusive economic development, and climate resilience can be institutionalized within locally legitimate and enforceable norms (UNEP, 2016 ; Bennett et al., 2019 ; Thalib, 2022 ). This finding underscores the importance of vertical policy integration, where higher-level frameworks explicitly recognize and enable village-level regulatory authority rather than treating it as merely administrative or procedural (Warren, 2021 ). From a governance perspective, the study highlights that regulatory effectiveness in the blue economy depends not only on policy content but also on institutional design. The village regulation model illustrates how clearly defined roles, zoning arrangements, and participatory mechanisms can reduce implementation gaps that frequently undermine coastal governance in decentralized systems (Glaser et al., 2015 ; Folke et al., 2005 ). In this respect, village-level regulation contributes to adaptive governance by embedding learning, monitoring, and adjustment processes within formal legal structures, rather than relying solely on informal or project-based interventions (Folke et al., 2010). The issue of policy transferability is particularly relevant for coastal states facing similar challenges of fragmented governance, limited enforcement capacity, and socio-economic vulnerability in coastal communities. While the specific legal form of village regulations is shaped by Indonesia’s legal system, the underlying governance principles identified in this study legal anchoring, multi-level coordination, ecosystem-based zoning, and institutionalized participation are broadly transferable (Voyer et al., 2022; Noort et al., 2026 ). These principles can inform the design of locally grounded regulatory instruments in other contexts, including customary governance systems, municipal ordinances, or community by-laws, provided they are supported by higher-level legal recognition. However, the findings also indicate that policy transferability is contingent upon enabling conditions at higher governance levels. Without supportive legal frameworks, capacity-building mechanisms, and coordination platforms, village-level regulatory innovation risks remaining symbolic or isolated (Béné et al., 2021 ; Botero et al., 2025 ). This reinforces the argument that effective blue economy governance requires not the decentralization of responsibility alone, but the decentralization of authority accompanied by sustained institutional support (Assche et al., 2020 ). Overall, this study contributes to ongoing debates in ocean and coastal management by demonstrating that village-level regulation can serve as a scalable and adaptable governance model within multi-level blue economy frameworks. By bridging national policy objectives and local socio-ecological realities, such regulatory instruments offer a pathway toward more inclusive, adaptive, and resilient coastal governance that can be tailored to diverse institutional and cultural settings (Bennett et al., 2021 ; Matovu et al., 2025 ). Taken together, these implications demonstrate that village-level regulation offers a viable pathway for strengthening multi-level blue economy governance by linking national policy objectives with locally grounded and enforceable institutional arrangements, thereby setting the basis for the concluding discussion on broader theoretical and policy contributions. 6. Conclusion This study demonstrates that governing the blue economy from the village level constitutes a meaningful regulatory innovation within contemporary ocean and coastal management. By examining village regulations as formal legal instruments embedded within multi-level governance systems, the study shows that village-level regulation can function as an effective mechanism for translating national blue economy objectives into locally enforceable and context-sensitive governance practices. The findings highlight that village regulations contribute to coastal resilience by institutionalizing participation, clarifying governance roles, and aligning local economic activities with ecological constraints. Rather than operating as subordinate or symbolic norms, village-level regulatory instruments emerge as adaptive governance tools capable of integrating environmental protection, livelihood security, and local economic development. This reinforces the argument that effective blue economy governance depends not only on national legal frameworks but also on the strength of local regulatory institutions. From a theoretical perspective, the study advances ocean and coastal management scholarship by positioning village regulations as a distinct and underexplored governance layer within multi-level regulatory systems. Empirically, it demonstrates how legal authority at the village level can be mobilized to address governance gaps commonly associated with centralized and sectoral coastal management approaches. Policy-wise, the proposed village-based regulatory model offers practical insights for coastal states seeking to enhance blue economy implementation and coastal resilience. Strengthening vertical coordination, legal harmonization, and institutional capacity at the local level will be essential to scale up such regulatory innovations. Future research may further examine the long-term effectiveness of village-level regulation across different coastal contexts and explore its interaction with emerging marine spatial planning and climate adaptation frameworks. This study examines how village-level legal instruments can function as effective governance mechanisms for advancing coastal conservation, strengthening community resilience, and operationalizing blue economy principles at the local scale.\u003c/p\u003e \u003cp\u003eUsing a socio-legal and multi-level governance approach, this research draws on legal and policy analysis, field observations, semi-structured interviews, and focus group discussions conducted in three coastal villages in Gresik Regency, Indonesia. The analysis focuses on how village regulations are formulated, how they structure institutional roles, and how they integrate conservation objectives with local economic activities such as mangrove-based ecotourism, fisheries, and village-owned enterprises.\u003c/p\u003e \u003cp\u003eThe findings show that village regulations play a critical role in translating national blue economy and coastal management policies into locally enforceable conservation and governance practices. By legally embedding sustainability principles, participatory mechanisms, and ecosystem-based zoning into village rules, these regulations enhance protection of coastal ecosystems, support equitable benefit sharing, and strengthen institutional dimensions of coastal resilience.
