Abstract

Abstract As China’s global influence continues to grow, government white papers have evolved into crucial mediums for policy interpretation and international communication. This study systematically examines the application of translation fidelity principles in government document translation, focusing on the English version of the white paper Youth of China in the New Era . The research contextualizes within the cross-cultural communication mission of white paper translation amid globalization, addressing current gaps in political text translation studies. Through textual analysis, the study investigates translation strategies at lexical, syntactic, and discourse levels. It demonstrates how translators achieve semantic accuracy and cultural adaptation through flexible rendering of four-character idioms, appropriately handling culturally-loaded terms, and logical restructuring of complex sentences. The findings indicate that faithful translation must balance linguistic precision, political sensitivity, and cultural compatibility, establishing an authoritative yet effective practical model for government document translation. This research addresses theoretical and practical gaps in political text translation, offering significant implications for enhancing China’s influence on international discourse.

INTRODUCTION China’s worldwide engagement is expanding as globalization accelerates, increasing the demand for international communication and collaboration. As official documents, government white papers are crucial in external communication. These papers clarify and serve as essential records for worldwide policy from China’s perspective. Given China’s significant global influence, its white papers are essential for conveying state policies, concepts, and developmental objectives while demonstrating its soft power (Pang & Pang, 2023 ). Recently, the Chinese government has significantly increased its issuance of white papers. These documents cover economic, political, cultural, and other domains to convey China’s voice and position through clear written expression and rigorous logical structure. As a typical representative, the white paper Chinese Youth in the New Era focuses on showing the growth process of Chinese youth in the new era and their contribution to national development. It also provides a vivid portrait of Chinese youth to the international community. Despite the current translation research, studies focusing on applying the faithfulness principle in translating Chinese government white papers are limited. The translation of the white paper involves not only language conversion but also a complex cross-cultural communication task(Liu & Liu, 2023). The translation must remain faithful to the style and structure of the source text while also adapting to the target language audience’s reading habits and cultural background. Translation theories mostly target general texts, while translation studies of white papers are relatively few. Considering that national policy and local culture are conveyed through white papers written in a formal style. Content must be accurate and possess an authoritative code. Their translation must ensure accuracy while considering cultural context and audience comprehension. One of the core principles of fidelity translation requires translators to assess the fluency and cultural adaptability of language expression while conveying the source text’s meaning. This principle is fundamental in the translation of white papers because, as official documents, the correctness and authority of their material cannot be sacrificed. Fidelity in white paper translation goes beyond the word-for-word rendering of a source text; it is also a negotiation across multiple dimensions: language, culture, and politics. Translators need to analyze the cultural gaps between China and the countries in the West and choose appropriate methods of expression so that the intention of the source text can be reflected in the translated text and the translated text can be easily understood by readers in the target domain. Moreover, the white paper features particular political terminology and expressions with Chinese characteristics that usually lack exact equivalents, necessitating that translators possess extensive linguistic proficiency and cultural literacy, employing a flexible combination of literal and free translation strategies to achieve accuracy (Chang, 2023). The translation of the white paper Chinese Youth in the New Era will pay attention to certain political terms and cultural ramifications. However, this must be aligned with a concern for simplicity and coherence of language, grounded in faithfulness to the source text. One of the toughest tasks translators face is communicating these fundamental ideas without generating misunderstandings based on cultural backgrounds. Examining the translation practices within white papers will allow the issue to be better handled through a more profound analysis of the fidelity principle applied to translating government texts and how these influence translating practices. The complex case-based analysis thus argues for establishing fidelity at the levels of lexis, syntax, and textual organization through the identification of linguistic characteristics, translation challenges, and case study elucidation. This study seeks linguistic accuracy and cultural communication through faithful translation theory. Therefore, this textual research links fidelity to government white papers, filling the gap in translation studies. The case analyses provide insights into the equilibrium between fidelity and readability, through which theoretical and practical guidance is provided on handling similar issues in subsequent translation work. Therefore, it has contributed to the quality of translating white papers issued by the Chinese government and their cross-cultural reception in the world’s communicative space. This study offers important new perspectives on translation studies, especially stressing its pragmatic relevance for translators assigned to present the idea of youth in modern China. It aims to provide impetus to translating Chinese government documents using the law of fidelity, enhance the quality of such translation, and authentically project China’s voice onto the world stage. 2. LITERATURE REVIEW 2.1 Faithful Translation and Discussion For several decades, faithful translation has been fundamental to translation studies, drawing considerable academic interest. Scholars have approached this principle from various perspectives, including grammar, semantics, and culture. In an era of rapid globalization, the significance of being faithful to culture in translation across cultures has become more apparent. As the central concept in translation studies, faithfulness has developed from the early “word-for-word” equivalence, moved to “semantic faithfulness”, and “cultural faithfulness.” Translation not only needs to convey the exact linguistic form of the source language, but also the cultural differences and political intentions. For translation to be faithful, it must be culturally and contextually relevant. (Cai, 2020 ) Cultural adaptation refers to the need for translators to retain the aesthetics of the source text so that the translation is acceptable to the target audience and that the translation is more in line with the cognitive habits of the target audience. This highlights the need for particular care in translating texts that incorporate culturally loaded words and particularized political concepts, as the translator often must make adjustments to ensure a correct understanding of the translated text within the target audience. For instance, in his analysis of the rhetorical strategies in China’s Youth in the New Era , he emphasized that faithfulness is not limited to linguistic accuracy but also involves conveying the source language’s cultural and contextual meanings. (Li, 2024 ) He argued that faithfulness is especially crucial in external communication, particularly in the translation of political documents, where translations must strictly adhere to the original intent to prevent misunderstandings caused by cultural differences. However, his study primarily focused on linguistic fidelity and did not explore the specific influence of cultural background on achieving faithfulness. Another model study is Wang Lili’s examination of faithfulness in party and government document translation. According to her, classic theories about faithful translation are primarily founded on equivalence theory, favoring literal faithfulness. However, as translation studies progressed, scholars began to see that faithfulness is more than a mere transfer of words when the texts dealt with profound political and cultural contexts. A translator needs to be fully informed by the cultural and social fabric of the original as it was woven as close to the source as possible to ensure the full breadth of the translation — which is to ensure that not only those things contained in the words and phrases are conveyed but also all of the thoughts, feelings, implications and cultural across the work as a whole are implemented into the final produce. Faithfulness is most important in government documents, where political intent should be accurate, and the cultural cognition of the audience should be considered. Translations should also do a good job of keeping the same meaning and consistency as the original content to convey the right message. (Wang, 2023 ) However, her study was mainly on theory discussion and lacked data analysis and practice strategies. Nida’s functional equivalence theory offers a new perspective on the practice of faithful translation. Nida proposed that translation should achieve equivalence in grammar semantics and function, ensuring the maximum possible meaning transfer in different linguistic and cultural contexts. Faithful translation is no longer limited to literal conversion but aims to achieve equivalence in information, emotion, and rhetoric. (Gao, 2019) This perspective is particularly relevant in translating government white papers, as these texts often convey strong political messages and national positions. Translators must ensure that the intended impact of the source text is effectively reproduced in the target language. At the cultural level, he conducted an in-depth study on faithful translation using functional context theory. He argued that faithfulness is not merely about textual equivalence but involves meaning reconstruction based on different contexts while adapting to cultural differences. (Chang, 2023) He highlighted the importance of cultural transmission in translation and how to balance cultural disparities between the source and target languages. However, while his study provided strong theoretical insights, it lacked a specific analysis of political document translation, particularly regarding its practical application. 2.2 The Translation of Government White Papers As key carriers of national policies, government white papers serve as tools for information dissemination and shaping the national image and cultural communication. Research on government white paper translation has increased recently, with scholars focusing on their linguistic characteristics, translation strategies, and cultural transmission challenges. He asserted that the translation of government white papers must accurately convey political messages while faithfully representing the source text’s political intent and social context. Since white papers cover national policy positions, historical background, and social culture, translators must consider these factors to ensure translation accuracy and completeness. (Li, 2024 ) believes that the translation of government white papers should accurately convey political information and faithfully convey the source text’s political intention and social context. White papers usually involve a country’s policy stance, historical background, and social culture, so the translation must consider the source text’s cultural and political background to ensure the translation results’ accuracy and completeness. (Wang, 2024 ) White papers often employ rhetorical devices such as parallelism and repetition to enhance authority and persuasiveness. These rhetorical features must be faithfully translated linguistically and retain their rhetorical effects in the target language. In China’s Youth in the New Era , translators must ensure the faithful reproduction of such rhetorical structures to achieve similar political influence in the target language. However, while Wang emphasized the principle of faithfulness, he did not explore specific translation strategies for different linguistic and cultural contexts, particularly in balancing faithfulness with target audience acceptability. They analyzed the translation of Chinese government white papers and argued that white paper translation involves not just linguistic conversion but also cultural representation. (Deng & Pang, 2020 ) They stressed that culturally specific terms and political terminology must be carefully handled in translation to avoid misinterpretation. They further suggested that translators must balance faithfulness and cultural adaptation, mainly when dealing with sensitive topics such as national sovereignty and development strategies. For example, the white paper Chinese Youth in the New Era contains many political terms and culture-loaded words with Chinese characteristics, and the translator must ensure that these concepts are accurately conveyed in the target language. For such culture-loaded words, faithful translation requires the translator not only to understand their literal meaning but also to be able to describe the cultural and political connotations behind them. Although their study provided a theoretical framework, practical approaches to balancing these aspects remain an area for further exploration. From an international communication perspective, he studied the translation of government white papers. He emphasised the importance of rhetorical techniques and cultural context in shaping a national image and conveying political ideology. Faithful translation is the key to ensuring accurate understanding by target language readers. (Xiong, 2023) He argued that white paper translation is not merely a linguistic task but a form of cultural diplomacy, requiring translators to ensure that China’s policies are accurately presented to the global audience. His study underscored the necessity of cultural sensitivity in translation, suggesting that translators should possess cross-cultural communication skills to maintain accuracy and cultural appropriateness. However, his research focused more on the translator’s role and cultural dissemination than on specific translation strategies. 3. DATA AND METHODOLOGY 3.1 Material Government white papers are important policy documents issued by the Chinese government, covering various fields such as politics, economy, and culture, and serve as key tools for demonstrating national development directions and policy intentions (Li, 2020 ). As instruments of policy declaration, white papers have significant influence domestically and play a crucial role in international communication. Thus, research on the translation of government white papers is substantial. The white paper Youth of China in the New Era explores explicitly the role, characteristics, and development of Chinese youth in the new era , reflecting the Chinese government’s attention to the younger generation and embodying the concrete manifestation of socialism with Chinese characteristics among youth. Youth of China in the New Era was selected as the research object due to its representation of the Chinese government’s emphasis on youth and its illustration of the unique role of the youth group in China’s society and development. The translation of this text involves the transmission of information and the dissemination and understanding of China’s cultural and policy concepts internationally. Therefore, studying the translation of this white paper helps explore how to accurately convey politically sensitive, culturally distinctive, and socially valuable texts, thereby enhancing China’s international communication and influence. The translation study of Youth of China in the New Era holds significant academic value. Firstly, the text contains numerous political terms and culturally loaded words, making it a complex task to maintain these unique cultural connotations and policy intentions during translation. Additionally, as Chinese youth increasingly emerge as a focal point in globalization, it is imperative to effectively portray their role and position in China’s social development through translation, enabling international readers to comprehend the current circumstances and future trajectory of Chinese society. Choosing this text for research fills a gap in existing studies regarding translating the Chinese youth group into international discourse. It provides references and insights for translating similar government white papers. 3.2 Theoretical Framework of Faithful Translation In Chinese translation theory, Yan Fu’s principle of “faithfulness, expressiveness, and elegance” is the foundation of faithful translation, where “faithfulness” emphasizes the accurate transmission of the original content, forming the basis of translation. Qian Zhongshu’s theory of “sublimation” further elevates faithful translation, advocating that the translation should fully retain the original flavor and read naturally without revealing traces of translation. Lin Yutang and Fu Lei also emphasized faithfulness from different perspectives, focusing on “faithfulness, fluency, and beauty” and “spiritual resemblance,” respectively, highlighting both accuracy and artistic value in translation (Zhang, 2019). Newmark’s semantic and communicative translation theory offers two perspectives on faithfulness in Western translation theory. Semantic translation prioritizes conveying the contextual meaning of the original as precisely as possible within the syntactic and semantic limits of the target language. In contrast, communicative translation’s approach to faithfulness focuses more on achieving an effect on the reader than that experienced by the original audience (Newmark, 2001). Tytler’s three translation principles further clarify faithful translation requirements: a translation should fully reproduce the original work’s ideas, style, and fluency. Additionally, Nida’s functional equivalence theory, which views translation from the perspective of reader response, emphasizes that the target audience should be able to understand and interpret the text as the original readers did, which aligns with the essence of faithful translation (Nida, 2001 ). Meanwhile, despite stressing that translation strategies should be determined by purpose, Skopos theory still requires translators to maintain faithfulness to the original while achieving translation goals. Jakobson’s translation categorization (intralingual, interlingual, and intersemiotic translation) also provides a multidimensional perspective for understanding faithful translation, highlighting the importance of informational equivalence and linguistic expressiveness (Zhang, 2019). Overall, both Chinese and Western translation theories emphasize the importance of faithfulness in translation. Faithful translation is about accurately conveying the source text’s content, style, and intent and reflects the translators’ responsibility to the author, audience, and the art of translation itself. 3.3 Methods Used for Analysis The principle of fidelity in translation is considered the ideal strategy for analyzing the white paper Youth of China in the New Era . Fidelity emphasizes the accurate transmission of the source text’s ideas, language, and cultural background, requiring translators to maintain the authority and political nature of the source text during language conversion. As a government white paper, this type of text is highly official and carries substantial policy implications. Any misinterpretation or distortion of the original meaning could affect the target audience’s understanding of Chinese policies and potentially mislead international opinion (Zhang, 2024). Therefore, the fidelity translation strategy provides an appropriate framework for studying this text, ensuring the complete transmission of policy content and avoiding meaning loss due to translation deviations. For instance, cultural and political terms positioned within contexts of large and complex systems require a high-fidelity translation that understands the nuances of the source material. Some concepts mentioned in government white papers may not have direct translations. Fidelity translation requires identifying expressions that maintain the source text’s meaning but are understandable to the target audience without compromising semantics. Fidelity translation avoids over-localization, ensuring accurate policy transmission while preserving the text’s political and cultural attributes. The Youth of China in the New Era contains culturally loaded words, political terms, and knowledge of social context. Fidelity translation is crucial for cross-cultural communication. White papers by governments serve as channels for information flow and cultural exchange, promoting global dialogue. Translating Chinese political principles into social activities conveys how foreign readers view Chinese government policies. This approach uses fidelity translation to accurately convey the spirit and context of the source material, enabling readers outside to comprehend China’s policy positions and development ambitions. This is crucial for China’s worldwide narrative credibility. Using fidelity translation helps improve worldwide understanding of China’s policy direction, young social obligations, and cultural purpose, boosting its global governance impact. 4. ANALYSIS 4.1 Lexical-Level Fidelity Translation Analysis 4.1.1 Four-Character Expressions Four-character expressions represent a unique linguistic form in Chinese, with profound cultural implications and significant expressive force. Just as retaining the stylistic quality of the original is essential to rendering the source text faithfully in translation, so is conveying its meaning accurately. The former preserves the form and cultural traits of the source text, while the latter provides the flexibility to adapt to English conventions and thus enhances readability. A flexible translation strategy helps attain faithfulness at a lexical level and ensures foreign interpreters thoroughly understand Chinese culture. China’s Youth in the New Era white paper contains numerous four-character expressions, like “朝气蓬勃” (youth and vigor) and “奋勇争先” (forge ahead). Translators use literal, free, or a combination of both approaches to translate meaning accurately. For example, “朝气蓬勃” is translated as “youth and vigor,” an idiomatic translation that effectively communicates both the image and semantics of the original, capturing the energetic features of the young. Similarly, “奋勇争先” becomes “forge ahead;” “风云变幻” and “沧海桑田” find their English equivalent in “relentless change,” preserving semantic completeness as well as consistency with English idioms. In political and diplomatic literature as well, standardized literalness is often employed. The term “治理赤字、信任赤字、和平赤字、发展赤字” becomes “deficits of governance, trust, peace and development.” At the same time, “物质文明、政治文明、精神文明、社会文明、生态文明” is translated as “economic, political, cultural, ethical, social, and eco-environmental.”These highly faithful translations preserve structure while maintaining clarity in the target language. Flexible translation strategies provide lexical faithfulness, which helps foreign readers interpret Chinese policy. 4.1.2 Culturally-Loaded Words As words that contain cultural accumulations specific to China in terms of history, culture, and ideologies, culturally loaded words are of great significance to the white paper and the success of its translation. Standardization in their translations, enculturation, and transliteration, complemented by explanatory comments, allows translators to maximize the preservation of cultural meaning and honor the principle of faithfulness. These translation strategies promote the popularization of Chinese culture and strengthen the world’s understanding of and recognition of China’s culture. For example, “五四运动” has been translated as “the May Fourth Movement in 1919,” which is quite a standard and accurate translation that encompasses both the severity of the historical event as well as the authenticity of its original reference. Similarly, “女排精神” becomes “The Chinese Women’s Volleyball Team known for its unyielding spirit,” preserving the cultural signpost “女排” and rendering “精神”(spirit) sensibly and effectively so that it can be comprehended and somehow digested by foreign readers. A similar example is the translation of 中国梦 as “the Chinese dream,” which accurately reflects the essence of the original as the term has now become internationally recognized. 4.1.3 High-Frequency Collocations High-frequency collocations are crucial in white papers; translators must ensure accurate rendering. Selecting appropriate and consistent translations for these terms guarantees that target-language readers correctly grasp key concepts and prevents misinterpretations caused by incorrect collocation usage, thereby achieving lexical faithfulness. China’s Youth in the New Era white paper contains numerous high-frequency collocations, such as “实现” (achieve, realize, fulfill), “积极” (proactive, active, positive), and “不断” (continuous, ongoing, sustained). This paper focuses on the translation of “实现,” which appears 25 times in the white paper. Given its frequent occurrence, translators must select translations flexibly based on context to ensure consistency and accuracy. For instance, in “中国青年始终是实现中华民族伟大复兴的先锋力量” (Chinese youth have always been the vanguard in achieving the great rejuvenation of the Chinese nation), “实现” is translated as “quest,” reflecting a passionate pursuit of an important goal. Meanwhile, in “推动青年发展事业实现全方位进步、取得历史性成就” (promoting the comprehensive progress and historic achievements of youth development), “实现” is rendered as “achieve,” as “achieve progress” is a fixed English collocation, making this translation both appropriate and accurate. Similarly, in “新时代的中国青年要以实现中华民族伟大复兴为己任” (Chinese youth in the new era should take on the mission of realizing the great rejuvenation of the Chinese nation), “实现” is translated as “contribute to,” emphasizing the active role of Chinese youth in contributing to national rejuvenation. In “实现人生出彩的舞台越来越宽阔” (a growing stage on which to fulfill their potential), “实现” is translated as “fulfill,” highlighting the idea of achieving personal ambitions. Finally, in“实现人生理想”(realize their dreams), “实现” is rendered as “realize,” indicating the process of turning ambitions into reality through effort and action. By selecting different translations based on context, the translators ensure semantic consistency with the original while aligning with English usage conventions. This approach enhances the precision of meaning transfer, demonstrating a faithful lexical translation that accurately conveys the original concepts. 4.2 Syntactic-Level Fidelity Translation Analysis 4.2.1 Long and Complex Sentences Due to syntactic differences between Chinese and English, Chinese tends to rely more on parataxis, resulting in relatively loose sentence structures, whereas English emphasizes hypotaxis, leading to more structured sentences. When translating complex sentences, strategies such as segmentation and restructuring ensure that the translation adheres to English grammar while maintaining the richness of the original information and logical relationships. This approach guarantees syntactic fidelity in translation, allowing foreign readers to comprehend complex content smoothly. The white paper Youth of China in the New Era contains numerous complex sentences with intricate structures, multiple modifying components, and extensive information. The translators employ segmentation and restructuring strategies to ensure the translation conforms to English grammatical rules while faithfully conveying the original meaning. Source Text (ST): 中国青年 真诚希望 世界和平稳定、发展繁荣, 真诚希望 每个国家和地区都能为青年发展提供良好条件, 真诚希望 全世界青年能够携起手来, 为建设一个持久和平、普遍安全、共同繁荣、开放包容、清洁美丽的世界贡献智慧力量、展现青春担当。 Target Text (TT): China’s youth look forward to a world of peace, stability, development and prosperity. They expect every country and region to provide favorable conditions for youth development, and hope all young people across the globe will shoulder their responsibilities and contribute their wisdom and strength to building an open, inclusive, clean, and beautiful world that enjoys lasting peace, universal security, and common prosperity. Analysis: The original sentence is a compound sentence with multiple parallel structures centered on “真诚希望” (“sincerely hope”), expressing China’s youth’s aspirations for world peace, development, and youth responsibility. The translation segments and restructures the original sentence, aligning the three instances of “真诚希望” with “look forward to,” “expect,” and “hope” in English. This structural adjustment not only aligns with English expression patterns but also preserves the logical hierarchy of the original. First, “China’s youth” succinctly defines the subject. “Look forward to” effectively conveys the positive and aspirational attitude of “真诚希望.” Next, “They expect every country and region to provide favorable conditions for youth development” retains the original meaning while using “provide favorable conditions” to accurately reflect “为青年发展提供良好条件.” Lastly, “and hope all young people across the globe will shoulder their responsibilities and contribute their wisdom and strength” expands on “展现青春担当” and “贡献智慧力量” with “shoulder their responsibilities” and “contribute their wisdom and strength,” making the translation more expressive while remaining faithful to the original intent. The translation ensures syntactic fidelity by maintaining completeness and logical coherence while conforming to conventions of English expression. Whether it is the west-to-east gas transmission, west-to-east power transmission, South to North water transfer, east-to-west construction and other strategic engineering sites, or the Hong Kong-Zhuhai-Macao Bridge, Beijing Daxing International Airport, “Hualong One” nuclear power unit and other landmark project sites, the “youth commando” and “Youth assault group” flags are flying everywhere. Analysis: When translating complex sentences, it is essential to maintain the integrity and logical coherence of the original meaning while adjusting the syntactic structure to fit the target language. The original uses parallel structures to emphasize the youth’s crucial role in national projects, disaster relief, and crisis response while listing specific projects. The translation adopts segmentation and restructuring strategies to convey the parallel relationships and avoid ambiguity caused by excessively long sentences. The translation aligns the three main scenarios—significant projects, natural disasters, and emergencies—with three parallel phrases using “in... in... and in...” This structure effectively mirrors the original parallelism while enhancing clarity. “Young people stand at the forefront” precisely captures “青年的身影始终挺立在最前沿,” while “in major projects emblematic of China’s composite national strength and national pride” uses “emblematic of” to accurately translate “体现综合国力、弘扬民族志气的重大工程,” preserving the meaning while conforming to English syntax. When listing specific projects, the translation concisely and accurately conveys “西气东输、西电东送、南水北调、东数西算” as “transport natural gas and electricity from western to eastern regions, divert water from the south to the north, and channel computing resources from the east to the west.” Using “as well as” introduces “the construction of many milestone facilities,” followed by the list of significant projects. This restructuring maintains the original enumeration while making the translation more natural. Additionally, “青年突击队” and “青年攻坚组” are collectively translated as “Youth teams” and “played a prominent role” encapsulate “旗帜处处飘扬,” avoiding redundancy while emphasizing youth’s contributions. ST: 中国青年积极倡导、努力践行构建人类命运共同体理念, 围绕脱贫减贫、气候变化、抗疫合作等主题, 征集世界各国青年故事、传播世界各国青年声音、凝聚世界各国青年共识。 TT: Chinese youth actively advocate and practice the vision of building a community with a shared future for humanity. Focusing on themes such as poverty alleviation and reduction, climate change, and anti-pandemic cooperation, they collect stories from young people worldwide, disseminate their voices, and build consensus among them. Analysis: This sentence contains multiple parallel actions and themes, highlighting Chinese youth’s proactive efforts in promoting a shared future for humanity. The translation restructures these parallel elements to align with English expression norms. The phrase “中国青年积极倡导、努力践行构建人类命运共同体理念” is translated as “Young Chinese actively advocate and practice the idea of building a global community of shared future.” Here, “advocate and practice” corresponds directly to “倡导和践行,” and “global community of shared future” is a precise translation of “人类命运共同体,” retaining the original core concept. The original parallel actions—“征集世界各国青年故事、传播世界各国青年声音、凝聚世界各国青年共识”—are rendered as “telling the stories of global youth, spreading the voice of global youth, and building consensus among global youth.” This restructuring not only conforms to English syntax but also enhances clarity by introducing “committed to” to emphasize the dedication of Chinese youth to these actions. The final phrase, “on issues such as poverty alleviation, climate change, and anti-Covid cooperation,” effectively conveys “围绕……主题,” ensuring that the thematic focus remains clear. 4.2.2 Subjectless Sentences English sentences typically require a complete subject-predicate structure. Therefore, appropriate components are often necessary when translating Chinese subjectless sentences. This translation strategy ensures syntactic fidelity while making the translation more natural and fluent in the target language. Subjectless sentences are also quite common in the white paper Youth of China in the New Era . ST:展望未来, 民族复兴大业已经站在新的历史起点、踏上新的伟大征程。 TT: We have stood at a new historical starting point and embarked on a new journey in achieving the rejuvenation of the Chinese nation. Analysis: The original sentence is subjectless and emphasizes how the great cause of national rejuvenation has reached a new historical starting point and embarked on a new journey. This structure is standard in Chinese, as it omits the subject to highlight the importance and urgency of the event. However, English requires a straightforward subject to construct a sentence. Therefore, the translation supplements “we” as the subject, transforming the subjectless sentence into a complete English sentence. This adjustment conforms to English grammatical requirements while preserving the original semantic focus. ST: 立正心、明大德、行大道, 崇德向善、追求美好, 热爱生活、奉献社会, 在一点一滴中弘扬真善美、传播正能量。 TT: Young people should set lofty ideals for themselves and conduct themselves with moral integrity. They should follow the right path, value kindness, goodness, and beauty, have an ardent love for life, and contribute to society. They should make every possible effort to promote truth and spread positive energy. Analysis: In this translation of a subjectless sentence, the translators effectively maintain fidelity to the source text. From a content perspective, the translators reasonably add “young people” and “they” subjects based on context, ensuring the translation is complete and logical. This does not alter the original meaning conveyed by the government white paper regarding youth setting the right mindset, upholding morality, following the right path, cherishing virtues, loving life, contributing to society, and promoting positive values. 4.3 Discourse-Level Fidelity Translation Analysis 4.3.1 Parataxis and Hypotaxis Chinese is characterized by parataxis, whereas English emphasizes hypotaxis. When translating, adding appropriate conjunctions helps English readers understand the logical relationships between sentences while ensuring semantic fidelity to the source text (Wang, 2024 ). This approach enhances the coherence and readability of the translation, ensuring textual fidelity. Paratactic expressions are commonly used white paper the Youth of China in the New Era , relying on meaning-based connections between sentences rather than explicit grammatical structures. In contrast, hypotactic structures in English use conjunctions and other grammatical devices to convey logical relationships explicitly. During translation, the translators often add conjunctions based on logical relationships to ensure that the coherence of the source text is reflected in the English version. ST: 青年是整个社会力量中 最 积极、 最 有生气的力量, 国家的希望 在 青年, 民族的未来 在 青年。 TT: Youth is the most active and vital force in society. The hopes of a country and the future of a nation lie in the hands of its young generation. Analysis: In translation, hypotaxis and parataxis represent two crucial linguistic structures. Hypotaxis expresses logical relationships between sentences through grammatical structures and conjunctions, whereas parataxis relies more on semantics and context, omitting conjunctions. In the original sentence, “青年是……, 国家的希望在……, 民族的未来在……” adopts a typical paratactic structure, using parallel statements to present facts without conjunctions directly. This structure reflects the conciseness and flexibility of Chinese expression. The translation employs a hypotactic approach, using “and” and “lie in” to explicitly express logical relationships between sentences. The phrase “lie in” clearly indicates the causal relationship between “hope” and “young generation.” This translation strategy not only preserves the paratactic logic of the original but also enhances coherence and logical clarity in English, demonstrating the differences in linguistic structure between Chinese and English and the conversion techniques used in translation. ST: 为充分展示新时代中国青年的风貌和担当, 值此中国共产主义青年团成立100周年之际, 特发布本白皮书。 TT: This white paper is hereby issued on the occasion of the 100th anniversary of the founding of the Communist Youth League of China (CYLC) in order to fully showcase the outlook and responsibilities of Chinese youth in the new era. Analysis: The original sentence “为充分展示……, 值此……之际, 特发布本白皮书” follows a typical paratactic structure, directly presenting purpose and background through parallel clauses without conjunctions. This reflects the conciseness and logical clarity of Chinese expression. The translation, however, employs a hypotactic approach, using “in order to” to explicitly express purpose and “on the occasion of” to indicate the context, making the logical relationships between sentences more explicit. ST: 面对社会思潮的交流交融交锋, 中国青年有困惑、有迷惘, 但有一条主线始终未变, 就是对党和国家的赤诚热爱、对崇高价值理念的不懈追求。 TT: Although sometimes confused by exchanges, mingling, and clashes of ideas, young Chinese always love the Party and the country sincerely and continue to pursue their lofty values and ideals. Analysis: The original sentence “面对……, 中国青年……, 但……” uses a paratactic structure, directly stating facts through parallel and contrasting relationships without conjunctions. This reflects the conciseness and logical coherence of Chinese expression. The translation, however, follows a hypotactic approach, using “Although” to introduce a concessive clause, making the “despite... but...” logical relationship explicit. Additionally, “always” and “continue to pursue” emphasize the steadfast beliefs and unwavering pursuit of young Chinese. 4.3.2 Repetitive Structures Repetition is a commonly used rhetorical device in Chinese, effectively reinforcing emphasis and highlighting key themes. When translating, retaining repetitive structures enhances the emotional expression of the translation and allows foreign readers to experience the power and sentiment of the source text, thereby achieving textual fidelity. In Youth of China in the New Era , repetitive structures are frequently used to emphasize and underscore key points. Translators often preserve the original repetition to ensure the emphasis remains effective in English. ST: 中国梦是历史 的 、现实 的 , 也是未来 的 ;是广大人民 的 , 更是青年一代 的 。 TT: The Chinese Dream is a dream about history, the present, and the future. All people cherish it, but even more so by the young. Analysis: The original uses the repetitive structure “……的, ……的” to emphasize the multifaceted nature and significance of the “Chinese Dream.” This structure in Chinese enhances tone and highlights key aspects. In the translation, sentence restructuring transforms the repetition into a form more natural in English. For instance, “历史的、现实的, 也是未来的” is consolidated into “a dream about history, the present, and the future,” and “是广大人民的, 更是青年一代的” is expressed as “cherished by all of the people, but even more so by the young.” This approach avoids redundancy in English while maintaining the original emphasis and core meaning. ST: 在农村为乡亲们排忧解难, 在社区为邻里们倾心服务, 在边疆为祖国巡逻戍边…… 越来越多的青年深入基层、投身现代化建设最需要的地方, 在复杂艰苦环境中成就人生。 TT: Helping villagers solve problems in rural areas, providing services to city residents, and patrolling and guarding the frontiers ... More and more young people are now working in communities and in the places where they are most needed, fighting hardship to drive China’s modernization and realize their dreams. Analysis: The source text employs the repetitive structure “在……为……” to list the various actions of young people in different contexts. This repetition enhances rhythm while emphasizing the youth’s dedication across multiple sectors. The translation restructures this repetition using parallel structures with gerund phrases: “Helping villagers solve problems in rural areas, providing services to residents in cities, and patrolling and guarding the frontiers.” This effectively consolidates the repetition while ensuring clarity and emphasizing youth participation in diverse fields. ST: 回首百年, 无论风云变幻、沧海桑田, 中国青年爱党、爱国、爱人民的赤诚追求 始终未改 , 坚定不移听党话、跟党走的忠贞初心 始终未变 。 TT: Looking back on a century of relentless change, China’s youth have never wavered in their determination to love the Party, the country, and the people, nor in their commitment to the original aspiration of following the instructions and guidance of the Party. Analysis: The original employs repetition in “……始终未改, ……始终未变” to emphasize the unwavering loyalty and conviction of Chinese youth throughout historical transformations. In Chinese, such structures reinforce key themes and enhance rhetorical impact. The translation maintains this effect using parallel negative constructions: “never wavered in their determination” and “nor in their commitment.” Additionally, “爱党、爱国、爱人民” is consolidated into “love the Party, the country, and the people,” while “赤诚追求” and “忠贞初心” are rendered as “determination” and “commitment,” respectively. This restructuring preserves the intensity and clarity of the original while ensuring fluency in English. 5. CHALLENGES AND STRATEGIES 5.1 Key Dilemmas As a critical means of transmitting national policies, development strategies, and cultural concepts, white papers are issued by the government. They serve as an official channel for national and international audiences to understand the country’s position and policy proposals. They are also vital for international influence and cultural integration. Compared to general literature, the translation of government white papers is more complex due to its rigorous, authoritative, and political nature. The reproduction of text across different linguistic, cultural, and political dimensions requires special consideration. Consequently, translating government white papers presents numerous challenges. Translating government white papers constitutes a challenging discipline of cross-cultural communication, with the primary issue being the balance between faithfulness and acceptance. Faithfulness to the source text’s ideas, policy positions, and cultural elements is essential to avoid distortion of national policies and official declarations. However, due to differences in linguistic structure, expressive conventions, and cognitive patterns between China and the West, direct translations often fail to convey complete meaning to target language readers. Consequently, translators must adjust wording, sentence structure, and organization, considering the target language’s cultural context and cognitive tendencies. This requires exceptional linguistic acuity and cross-cultural understanding. Terms such as “global community of shared future” and “socialism with Chinese characteristics” frequently appear in government white papers as distinctive political phrases. These expressions carry profound historical, cultural, and political connotations that cannot be fully captured in the target language. Therefore, Translators must make appropriate modifications, employing direct, Italian, phonetic, or paraphrasing techniques to convey policy meanings and cultural nuances properly. Simultaneously, syntactic and textual organizational differences increase translation complexity. While Chinese emphasizes meaning through context and word combinations across extended passages, English prioritizes form and employs linking words and grammatical structures to define sentence relationships. Translating lengthy Chinese sentences is particularly challenging, as Chinese expressions are often juxtaposed, proximate, and elliptical. Consequently, translators must segment, reorganize, and syntactically enhance translations to conform to English linguistic conventions while maintaining fluency and coherence. Cultural terminology and rhetorical strategies present additional challenges, with repeated use of symbolically significant terms like “the May 4th spirit” and “national sentiment” that lack direct equivalents in the target language. Translators must balance preserving cultural characteristics with ensuring readability. 5.2 Strategic Recommendations Faithfulness is paramount when translating government white papers to ensure authentic and accurate content. The translation of the Chinese government’s white paper Youth of China in the New Era exemplifies strategies for achieving precise translation. In this context, fidelity involves specific attention to the communication function of the original document and faithful retention of its rhetorical elements, cultural nuances, and political intent to maintain its authoritative nature. Preserving lexical accuracy is essential for ensuring fidelity in government white paper translation. Government documents typically contain specialized political and cultural terminology that forms the intellectual and cultural foundation of the source text. When translating Youth of China in the New Era, finding accurate equivalents for political terms and policy expressions is crucial to avoid misinterpretation. Terms such as “中国特色社会主义” (Socialism with Chinese Characteristics) must be translated precisely to maintain their political and cultural implications. Translators require a profound understanding of the socio-political contexts of source and target languages. Syntactic integrity represents another critical strategy. Government white papers’ formal and authoritative tone employs sophisticated language structures, including complex phrases and non-subject constructions in Chinese. Translators should respect the original syntax while ensuring readability in the target language. This often requires reformulating statements without altering the original intent or emphasis. For instance, lengthy sentences describing government policies can be divided into more concise English sentences while preserving logical coherence and information hierarchy. Upholding textual faithfulness is necessary to maintain the original document’s expression of ideas and unity. Chinese government white papers frequently employ repetition and parallelism to emphasize key points and enhance persuasive effectiveness. Translating these stylistic elements requires conveying the original rhetorical impact without sacrificing comprehensibility. If the source text uses repeated phrases to emphasize the importance of youth development, the translation should employ similar language and deliberate diction to achieve this objective. Chinese literature presents translators with the challenge of parataxis. The white paper contains numerous allusions to traditional Chinese values, historical events, and contemporary policies that require appropriate cultural adaptation without distorting the original meaning to ensure comprehension by international audiences. Translators may employ annotation, paraphrasing, or cultural replacement strategies to convey the source text’s meaning interpretatively while reconciling cultural differences. Four-character idioms with significant historical and cultural implications require translations that capture the literal meaning and cultural connotations. Government white papers represent official documents containing national policies and strategic aspirations, necessitating seriousness and legitimacy. When translating these documents, the language, grammatical structure, and overall expression must align with the objective style of official publications. This requires using precise language, explaining policies clearly, and avoiding informal terminology. As important foreign communication materials, translations must maintain the integrity of the source while ensuring accessibility to global audiences. Since translated works must convey authenticity and originality, translators must preserve the intricate concepts of the source text while employing clear language to enhance readability and appeal. By implementing these strategies, translators can ensure that translations accurately represent the source text’s intentions and contribute effectively to international communication. This promotes China’s cross-cultural awareness and enhances communication and cooperation between China and the world. 6. CONCLUSION This study takes China’s Youth in the New Era as an example to analyze the effectiveness of the fidelity principle in translating Chinese government white papers. It explores vocabulary collocation, sentence structure, and overall discourse expression features, emphasizing that translation should not only rely on simple language conversion but also carry cultural connotations, historical reasons, social environment information, and other aspects. When facing specific terms, a method combining literal translation with adaptation can better demonstrate the layers of meaning in four-word phrases containing contextual meanings and the special emotions and subtle implications behind high-frequency terminology. At the syntactic level, splitting and regrouping techniques predominate to maintain sentence fluency while accurately reproducing the primary meaning. The textual level explores the transformation between parataxis and hypotaxis, enhancing the source text’s themes and emotional expression through rhetorical devices, including repeated expressions. This study demonstrates that fidelity requires precise language conversion and consideration of cultural connotations and contextual characteristics in government white paper translation. This finding deepens the application of the fidelity principle in translation studies, particularly for political document translation, and provides theoretical guidance for similar document translation practices. The contribution of this study to the academic field is mainly reflected in the following aspects: First, it proposes and validates the unique application of the principle of fidelity in the translation of political documents and expands the theoretical framework of the principle. Secondly, through the analysis of actual cases, the paper discusses the strategies and methods of faithful translation, providing a new perspective for studying government white paper translation. Finally, this study emphasizes how to balance linguistic fidelity and cultural adaptability in the translation process, especially in the translation of political documents, and the methods for effective cultural transmission. This study has limitations, particularly in case sample selection. Future studies could incorporate more government white papers and political document translations. Additional research could examine translators’ subjective factors, cultural differences in faithful translation, and the advantages and limitations of emerging technologies like machine translation and artificial intelligence translation.
