Abstract

Abstract This study reviews domestic and international research on low-altitude tourism, its development conditions, and regional tourism evaluation. Using 336 Chinese cities as empirical subjects, it constructs an evaluation index system for regional low-altitude tourism development conditions across four dimensions: natural climate, socioeconomic factors, tourism resources, and infrastructure. It employs a combination of coefficient of variation analysis, principal component analysis, and cluster analysis to conduct hierarchical comparative assessments of the conditions within the four subsystems and the overall conditions for low-altitude tourism development across different regions. Finally, based on the identified weak areas in subsystem conditions and the graded regions derived from the comprehensive evaluation across Chinese cities, strategic recommendations are formulated for developing low-altitude tourism plans in each region. This aims to provide theoretical foundations and practical guidance for promoting the sustainable development of China's low-altitude tourism industry.
