Online Teacher Professional Development During the COVID Crisis: Evidence from Indonesia

Abstract

We describe Indonesia’s online teacher training ecosystem with unique data collected from both providers and teachers using a nationally representative phone survey before and during the COVID period. 44 percent of teachers —1.15 million— participated in online learning during the pandemic, most of them for the first time. Lack of access to internet or information were the largest barriers to uptake. Trainings focused mostly on use of technology, and few included components to support teachers apply what they learned in their classes. Demand for online training is expected to persist, but more can be done to improve their quality.
