Building on the theory of synergy advantage, the proposed paradigm incorporates macro-level institutional collaboration, micro-level project governance mechanisms, and a multilayer technological ecosystem that spans perception, network, processing, and preservation layers. The model integrates intelligent scheduling via deep neural networks, simulation-based optimization for production efficiency, and a distributed ledger for secure, traceable operations. A laboratory-scale testbed and a multi-year empirical analysis across global bay areas (Guangdong-Hong Kong-Macao, New York, San Francisco, and Tokyo) demonstrate the model’s validity and applicability. Experimental results show significant reductions in latency and improved resource utilization in multimedia production environments enabled by 5G IoT and edge–cloud synergy. Comparative location entropy analysis reveals differentiated industrial agglomeration, profitability, and innovation dynamics across regions, with the U.S. Bay Areas exhibiting strong technological and financial leadership, while Tokyo Bay Area excels in industrial chain integration and profitability. Building on the theory of synergy advantage, the proposed paradigm incorporates macro-level institutional collaboration, micro-level project governance mechanisms, and a multilayer technological ecosystem that spans perception, network, processing, and preservation layers. The model integrates intelligent scheduling via deep neural networks, simulation-based optimization for production efficiency, and a distributed ledger for secure, traceable operations. A laboratory-scale testbed and a multi-year empirical analysis across global bay areas (Guangdong-Hong Kong-Macao, New York, San Francisco, and Tokyo) demonstrate the model\u0026rsquo;s validity and applicability.
