Employee wellness needs to be prioritized, especially through the facilitation of wellness resources in health centers. We describe the development of the Bi-directional Engagement Strategy Tool (BEST), a program implementation framework to guide the development of wellness resources to support health center staff at four Federally Qualified Health Centers (FQHCs) in Massachusetts. Methods Wellness needs of FQHC environments were assessed by conducting listening sessions with executives and managers and administering an all-staff survey. A thematic analysis was conducted to elucidate underlying themes. Results The BEST was created with the resources identified classified into three categories: created/enhanced, community leveraged, or integrated into system change. In collaboration with site champions, the BEST was used to rank interested resources and subsequently identify higher-priority resources into an Action-Priority Matrix, distinguishing high/low effort and high/low impact programs. Selected high-priority programs were moved forward to the Work Plan to delineate a plan of implementation.
