Coupling Coordination of Economic and Social Values of Cultivated Land Resources in Major Grain-Producing Areas and Regional Control Measures*

Abstract

Abstract How to calculate the social value and economic value of cultivated land resources and explore the relationship between the two is an important topic for effectively enhancing the market-based protection performance of cultivated land resources. By comprehensively applying accounting methods such as the income capitalization approach, the substitute market method, and the shadow price method, and using models and algorithms like kernel density, gravity center migration, and coupling coordination, this study takes Anhui Province, a major grain-producing area, as an empirical test to explore the coupling coordination of the economic and social values of cultivated land resources, classify the types, and further propose differentiated management measures. The study shows that: (1) Over the past 15 years, the economic value of cultivated land resources in Anhui Province has generally shown an upward trend, with significant spatial heterogeneity, presenting a spatial distribution pattern that increases from the northern and southern sides of Anhui towards the central region. (2) Over the past 15 years, the social value of cultivated land resources in Anhui Province has shown a steady growth trend. Ten counties and districts have exceeded 2 million yuan per hectare. The temporal sequence of the social value of cultivated land resources generally shows an increasing trend, with significant spatial heterogeneity. High-value areas are concentrated in the Yangtze River Plain, followed by the southern mountainous areas and central hilly regions of Anhui, while the northern plain of Anhui generally has lower values. (3) The coupling and coordination relationship between the economic value and social value of arable land resources has generally undergone a temporal transition from imbalance to coordination, especially in central and parts of southern Anhui, which have achieved a shift from 'imbalance' to 'coordination.' In terms of spatial distribution, there is significant heterogeneity: the proportion of imbalanced areas is generally higher than that of coordinated areas, but the overall trend is improving. Coordinated areas were mainly concentrated in central Anhui in 2005 and gradually expanded to southern Anhui, while the imbalanced state in northern Anhui has also improved. The entire province is divided into four types of coupling coordination areas: low-level, medium-level, relatively high-level, and high-level. Centered on the core guidance of a 'proactive government and effective market,' differentiated management strategies are proposed, providing theoretical support and technical backing for natural resource valuation and market-based protection of arable land resources.
