A pesquisa examina os fundamentos técnico-jurídicos das sanções, sua legitimidade sob o direito internacional e as implicações para a accountability judicial em sistemas democráticos. Utilizando análise documental rigorosa baseada em fontes primárias oficiais, como o comunicado OFAC SB0211 e a Executive Order 13818 , o estudo confirma a legitimidade das sanções com base na extraterritorialidade das ações judiciais e no impacto sobre cidadãos e empresas americanas. O trabalho contribui para o debate sobre os limites da independência judicial e os mecanismos internacionais de accountability por violações de direitos humanos, estabelecendo um marco analítico para casos futuros.
