Key words: New quality productivity; sports culture; high quality; sports High-quality development of sports culture is a strategic decision to accelerate the construction of sports power, and is the only way to enhance cultural confidence and promote cultural self-improvement, and meet the people’s needs for a better life [1] .New productive forces are advanced productive forces with the characteristics of high-tech, high efficiency and high quality, in line with the new development concept [2] . At present, similar studies in our country mainly focus on sports intangible cultural heritage [3] , rural sports governance [4] , sports competition and performance [5] , sports industry [6] , sports consumption [7] and other related fields, but there are few studies on the high-quality development of sports culture, and there is no relevant research on the integration of new qualitative productivity. The theoretical experience of guiding the high-quality development of sports culture is insufficient. Based on this, this paper puts forward the optimization path of high-quality development of sports culture in our country by analyzing the theoretical logic and mechanism of the new quality productivity driving the development of sports culture, combined with the practical needs of sports culture work. 1 The theoretical logic of the new quality productivity promoting the high-quality development of sports culture 1.1 The concept and connotation of the new quality productivity promoting the high-quality development of sports culture Productivity is the development of production capacity and its factors [8] .New quality productive forces are advanced productive forces characterized by high technology, high efficiency and high quality, which are in line with the new development concept [2] . Different from traditional productive forces, the basic connotation of new quality productive forces is the leap of workers, labor materials, labor objects and their optimized combinations, and the core lies in ”new” and ”quality”. ”New” is mainly represented by new factors, new technologies and new industries, and ”quality” is mainly represented by high quality, multi-quality and double quality effects [9] . Sports culture refers to the complex of sports knowledge, system and concept in human society, including sports values, sports knowledge, sports system and sports activities [10] . High-quality development of sports culture is an indispensable and important part of the building of a powerful sports country, which is helpful to build a new pattern of sports development and enhance cultural confidence and self-improvement in the field of sports in our country. Some studies have summarized the characteristics of high-quality development of sports culture as large attraction, strong organization, good affinity, sufficient innovation, high integration and strong communication [11] . Combined with the core of the new quality productive forces and the characteristics of our country’s sports culture, this paper summarizes the connotation of the new quality productive forces promoting the high-quality development of sports culture as follows: 1) innovating production factors of sports culture; 2) improve the supply quality of sports culture; 3) optimize the sports culture service system; 4) strengthen the protection of traditional sports culture; 5) Expand the development of sports culture industry; 6) Improve the governance ability of sports culture. 1.2 The goal orientation of the new qualitative productivity to promote the high-quality development of sports culture 1.2.1 The goal of sports power and the guiding power of cultural digital strategy In August 2019, The General Office of the State Council issued the Outline of the Construction of Sports Power, which put forward the strategic task of ”promoting the prosperity and development of sports culture and carrying forward the Chinese sports spirit” [12] , and clarified the important position of sports culture in the construction of sports power. Under the background of building a sports power, governments at all levels have made continuous progress on the road of mining the value of sports culture and strengthening cultural confidence, giving full play to the positive role of sports culture in telling a good story about Chinese sports and improving the international image of Chinese sports. With the development of digital technology, China began to try to explore the path of digital cultural development. In August 2019, the Ministry of Science and Technology and other six departments issued the ”Guiding Opinions on Promoting the Deep Integration of Culture and Science and Technology” [13] and the ”Opinions on Promoting the Implementation of the National Cultural Digital Strategy” [14] issued by the General Office of the Central Committee and The State Council in 2022, providing top-level design for the construction of cultural power empowered by scientific and technological innovation, indicating the direction of progress and clearly following the principles. Under the requirements and guidance of national strategies and policy documents, scientific and technological innovation has gradually penetrated into the creation, production, dissemination and consumption of sports culture products and other levels and links, becoming an important engine for the prosperity and development of sports culture. 1.2.2 Driving forces for the high-quality development of traditional Chinese sports culture The report of the 20th National Congress of the Communist Party of China has emphasized many times that ”high-quality development is the primary task of building a modern socialist country in an all-round way” and ”achieving high-quality development is the essential requirement of Chinese-style modernization construction”, and creative transformation and innovative development are the fundamental way for outstanding traditional culture to realize modern transformation and exert contemporary value. The high-quality development of traditional Chinese sports culture is a strategic task to accelerate the construction of a sports power, and also provides a clear direction for the work of Chinese sports culture in the new era. In recent years, the rapid development of frontier technologies such as big data, cloud computing, virtual reality, and artificial intelligence has been widely applied in the field of culture, which makes the expression, existence, value connotation, and communication carrier of traditional culture take on a new look and renew their vitality. In this context, traditional sports culture should adapt to the requirements of cultural modern transformation of creative transformation and innovative development, innovate and inherit the protection carrier, change the display form, extend the industrial chain, and highlight the value of The Times while inheriting and carrying forward the historical wisdom. 1.2.3 The current situation of sports culture environment needs to be improved urgently The outstanding practical problems in the field of sports culture promote the reform and upgrading of sports culture work means. On the other hand, at present, the network sports public opinion governance and crisis management are in the state of ”passive response”, the initiative to guide and creative publicity of sports positive energy is not enough, and there is a lack of effective sports culture governance tools and management means, especially the penetration of ”food circle culture” into the sports field needs to be managed urgently. 2 The mechanism of the new productive forces promoting the high-quality development of sports culture 2.1 Innovate the production factors of sports culture to meet the needs of higher level spiritual culture New factor is one of the specific manifestations of new quality productivity, which refers to the scientific and technological innovation as the leading factor, and the three factors such as workers, labor materials and labor objects permeate and coordinate.The sports culture with the core characteristics of ”competition and challenge” can highlight the country’s innovative attribute in this field, which is clearly reflected in the opening and closing ceremonies of the previous Olympic Games. All the host countries of the Olympic Games are innovating in the opening and closing ceremonies of the Olympic Games, and striving to show the cultural characteristics of the host country in the process. For example, at the opening ceremony of the Beijing 2008 Olympic Games, the scroll painting with ease and the live performance of Li Ning running through the air with the torch were bold innovations in the display form of excellent traditional Chinese culture. Blockchain technology empowers traditional Chinese sports culture, expands the transmission form and inheritance depth of traditional sports culture, vividly interprets the cultural connotation of traditional sports activities such as Chinese martial arts, Cuju and Go, and further highlights the artistic value and collection value of Chinese sports relics. 2.2 Improve the supply quality of sports culture and update the narrative deduction form of sports culture The new technology of new quality productivity mainly focuses on the research and application of digital information technology, and the input and output of technology research and development show the characteristics of exponential growth, usually based on independent innovation and supplemented by exchange and reference. The high-quality development of sports culture is a strategic decision to accelerate the construction of a sports power, and also a clear direction for the development of China’s sports culture in the new era and new journey. From the perspective of micro-production, the new quality productivity not only pays attention to short-term benefits, but also pays attention to long-term benefits, with the characteristics of short-term accumulation supporting long-term development. On the other hand, under the support of digital technology, new media links the Internet with the mobile terminals of various electronic products, transmits the digital information stored in the Internet cloud directly to the audience, breaks the limitation of time and space, realizes the sharing of digital information of sports culture, improves the speed of communication, and expands the communication space. CCTV all-media communication played the ”Voice of the Winter Olympics” integrated communication to show the charm of the Winter Olympics. During the Beijing Winter Olympic Games, the China Media Group interpreted the content of the Winter Olympic Games through diversified themes and types, and created a matrix of derivative programs including TV dramas, documentaries, variety shows, information and other types, showing the quality of sports programs. 2.4 Strengthen the protection of traditional sports culture and deepen the sustainable development of sports culture According to the UNESCO Convention for the Protection of Intangible Cultural Heritage, ”protection” refers to various measures to ensure the vitality of intangible cultural heritage, including the identification, documentation, research, preservation, protection, publicity, promotion, inheritance and revitalization of various aspects [15] . Sports intangible cultural heritage is an important part of the intangible cultural heritage, which is born out of the production and life practice of people in different regions and carries profound humanistic value and aesthetic connotation. As an important part of Chinese excellent traditional culture, sports intangible cultural heritage of our country plays an important role in firming cultural confidence, promoting the construction of cultural power and sports power, and improving the soft power of sports culture. Its protection and inheritance are conducive to the cohesion and continuation of the national spirit and the realization of the great rejuvenation of the Chinese nation. With the help of digital storage technology, such as photography, scanning, recording, video, scene restoration and reproduction, it can completely and scientifically record and retain the information of traditional Chinese sports culture, convert the physical form into digital information for storage, build digital archives, and carry out permanent preservation and live inheritance. On the basis of digital archives, a professional and systematic sports culture digital resource library is built. Through sorting and classification, the chaotic cultural information is integrated to realize digital and visual modeling, and the connotation and style of traditional sports culture is shown in an all-round and multi-perspective three-dimensional way, which is convenient for the display, research and activate and use of traditional sports culture. Driven by new quality productivity, the combination of new technologies and new elements such as artificial intelligence, big data and cloud computing can effectively improve the scale and quality of the development of sports culture industry. The platform space formed by digital technology is used to expand the interaction between sports culture products and services and consumers. By improving the sports culture industry chain system, the development of e-sports and virtual sports will drive the new development of sports culture industry, and carry out cross-border and transnational ”sports +” industrial cooperation, which provides diversified development, production and marketing channels for the sports culture industry chain. At present, under the guidance of entertainment media and commerce, the audience is no longer obsessed with the sports event itself, but places their eyes on the public opinion. The network’s reckless narration of sports events and the audience’s emotional expression make the collective extreme emotions continue to spread, and then produce the phenomenon of public opinion polarization. Zhang Zhijie, a young player from China’s badminton team, collapsed during the 2024 Asian Youth Badminton Championships in Indonesia and died after being taken to hospital. After the event, the sports community and the public launched a heated discussion on the online platform around the emergency treatment of the event, medical security and the life safety of athletes. The digital era has brought new challenges, new methods and new means to the governance of sports culture. On the one hand, digitalization empowers the accurate judgment of sports public opinion. Through the use of information technology such as massive search, artificial algorithm and vertical and horizontal comparison, the evolution law of sports public opinion is visualized and analyzed, and the development of sports public opinion research and judgment is promoted to achieve accurate, comprehensive and scientific development. On the other hand, strengthen the network sports culture supervision and management mechanism. The use of digital identification, monitoring, management and other technologies, all-weather monitoring and sports related rumors, vulgar information, network violence and other illegal content, found in time to ban, shield processing, in order to form high-quality sports public opinion guidance, will effectively promote the prosperity and development of sports. 3 The realistic dilemma of the new quality productivity promoting the high-quality development of sports culture 3.1 The practice of digital concept is insufficient, and the development plan of sports culture still needs to be clarified The high-quality development of sports culture needs to rely on the concept of digital transformation. Digital refers to the use of big data, artificial intelligence, cloud computing and other digital technologies to carry out digital transformation of specific scenes, mainly including digital processing, storage and display of industry, fitness, exhibition and other activities in the field of sports culture. At present, the depth and breadth of the application of digital technology in the field of sports culture in China still need to be improved. At present, the integration of sports culture and digital technology in many regions only stays at the simple additive level of ”culture + technology”, and the sports culture content presented through simple terminals cannot truly express the deep historical value, and the collaborative mechanism of active association between sports culture and digital technology has not been established. According to statistics, among higher sports institutions, only Capital Institute of Sport has built a sports artificial intelligence research institute to integrate science and technology with physical education, and only Shanghai University of Sport and Wuhan Institute of Sport have set up doctoral programs in the direction of ”sports engineering”. The current construction of sports discipline restricts the knowledge production, knowledge evolution and practice activities related to sports science and technology such as sports information and sports engineering, and restricts the training of scientific and technological sports talents. However, the sports culture talent training system is not closely related to market demand and related industries, and the talents exported by colleges and universities cannot meet the development needs of sports culture industry and consumer market. Therefore, it is necessary to establish a variety of sports and cultural talents training mode such as school-enterprise collaboration and school-school alliance, build an interdisciplinary joint training system with the ”sports +” method, set up relevant courses in the field of sports culture, improve the comprehensive quality of sports and cultural talents, and grasp the important position of colleges and universities in the education mechanism.
