Abstract
In public health emergencies, the shortage of medical supplies might occur which has a serious impact on people's life and health. This paper proposes a resilience assessment of medical emergency supplies network (MESN) from three aspects: network structure, intelligent optimization and government supervision. In order to evaluate the resilience of MESN, a complex network-based approach is developed to quantify the impact intensity of public health emergencies on the MESN. In addition, the method develops plans for quantifying the acceptable range of MESN to public health emergencies. This approach can be applicable to evaluate different sizes of MESN and give mitigation plans and solutions for the restoration of MESN. In this paper, COVID-19 in Wuhan is taken as a case to verify the feasibility of the method. The results show that the proposed resilience assessment method can accurately quantify the resilience of MESN by considering the impact of public health emergencies on the network.
