Abstract

Abstract We examine the impact of state-mandated financial literacy education on foreclosure rates in the United States. Amid growing concerns about consumer debt and financial instability, many states have introduced high school financial education requirements to enhance long-term financial decision-making and reduce household financial distress. Using a difference-in-differences design, this research evaluates policy effects by focusing on 11 U.S. states selected for their relative size or the severity of the impact they experienced during the 2008 mortgage crisis. These states offer a relevant context for assessing whether financial literacy mandates can mitigate large-scale financial vulnerability. We compare states that implemented such mandates to those that did not, while controlling for socioeconomic, temporal, and housing market variables to isolate the policy’s effect.Our findings indicate that mandated financial literacy education is associated with reduced foreclosure rates. These results suggest that early, structured financial education that is delivered through the public school system can promote more responsible financial management, judicious borrowing behavior and financial resilience. We suggest that equipping young individuals with foundational financial skills prepares them to weather financial challenges and economic shocks. Our study contributes to the growing literature on the economic benefits of financial literacy and offers policy-relevant insights for strengthening household financial stability.

Introduction Effective and ubiquitous educational initiatives have long been central to the United States' economic strength and global dominance. Though Americans make up less than 5% of the world’s population, they generate and earn over 20% of global income. The U.S. remains the largest national economy and leading global trader (United States Trade Representative, 2024 ). Its standard of living has reached unmatched historical heights. Since the nation’s founding, broad access to education has been valued, demonstrated by substantial public investment and a societal expectation of participation. Education yields measurable financial and societal benefits. Yet, wealth has outpaced the public's ability to manage it, creating a sharp divide between the financially literate and others.. Accordingly, we investigate the potential association between financial literacy education and the closure of this knowledge gap through the lens of foreclosure rates. Building on prior work (Lusardi and Mitchell, 2014; Urban et al., 2020), we assess whether state-level mandated financial literacy education correlates with financial outcomes. We also draw on the work of Angrisani et al. ( 2023 ), who show financial literacy is a strong, stable predictor of future financial well-being and the consequences of persistent knowledge gaps. Our analyses are conducted using data from the Federal Reserve Bank of St. Louis’ FRED database, the Federal Reserve Bank of New York’s Quarterly Report on Household Debt and Credit, and the Council for Economic Education. 2. Background and Prior Research Research shows that financial education has a generally positive impact on knowledge and behavior. A meta-analysis by Kaiser et al. (2022), covering interventions across 33 countries and six continents, found that the average effects of financial education were comparable to or greater than those of traditional educational interventions in areas like math and reading (Hill et al., 2008 ; Cheung and Slavin, 2016 ; Kraft, 2020 ). While Kaiser et al. (2022) note there is no conclusive evidence about the long-term persistence of these effects beyond six months, they also do not rule out meaningful long-run outcomes. Research on financial literacy education has produced mixed results. Some studies (e.g., Farinella et al., 2017 ) indicate that high school money management courses have not effectively improved student outcomes. Mandell ( 1997 ) and Mandell and Klein ( 2009 ) similarly found that students who took semester-long courses were no more financially literate than those who did not receive instruction. In contrast, other studies show strong links between financial literacy and positive long-term financial behaviors. Behrman et al. (2010) found that adult financial literacy and educational attainment were significantly associated with greater wealth, retirement planning, and pension contributions. Gill and Bhattacharya ( 2019 ) reported a 13-percentage-point increase in financial literacy test scores following targeted instruction, even after accounting for gender, GPA, school quality, and employment status. These divergent findings highlight the need for further research to compare and refine financial literacy initiatives. State-level implementation in the U.S. varies significantly. Some states require a stand-alone course, others integrate it into existing curricula, and some have no requirement at all (Urban et al., 2020). For states without mandates, following the lead of those with established programs may help avoid early pitfalls and support better societal outcomes. As of October 2022, 60 financial literacy bills had been introduced across twenty-seven states; eight remained active in three states. By 2023, 17 states required a one-semester course for high school graduation, which was up from just eight two years earlier (Next Gen Personal Finance, 2022 , 2023). This shift signals national momentum. Still, studies find inconsistent implementation. Individual schools may not offer a financial literacy component, even when the offering is mandated by the state (Hite et al., 2011 ). In assessing implementation impact, we focus on observed outcomes from teaching financial literacy at the high school level. Mandell and Klein ( 2009 ) found no measurable difference in student literacy between those who had taken a course and those who had not, while Borden et al. (2008) found that college seminar participants demonstrated improved behaviors and reduced financial risk. More recent research by Henager and Cude (2019) linked high school financial education to better long-term financial behavior and stronger budgeting skills. Other studies support the connection between financial literacy and improved financial health. Bernheim et al. (2000) observed increased savings in states with education mandates. Brown et al. ( 2016 ) found reduced non-student debt and lower default rates in states with active policies. However, not all findings are optimistic. Fernandes et al. ( 2014 ) argued that “just-in-time” instruction tied to specific decisions may be more effective than broad education. Hastings et al. ( 2013 ) emphasized the need for rigorous program evaluation. This study adds to the literature by evaluating the effectiveness of current financial literacy initiatives in a selected group of U.S. states, using observed financial outcomes to assess their real-world impact. 3. Data 3.1 Sources All data is obtained from publicly available sources. We rely primarily on data from the Federal Reserve Bank of New York for financial outcome data, which publishes a Quarterly Report on Household Debt and Credit as part of the Center for Microeconomic Data. Variables include the percentage of consumers with new foreclosures by state. Of particular interest in our study is the microeconomic data from the Quarterly Report on Household Debt and Credit. The Quarterly Report of Household Debt and Credit includes data for only eleven states. According to the Federal Reserve Bank of New York, these eleven states were chosen for data production because they were either suffering the most from the foreclosure crisis or they had the largest populations. Consequently, our analysis is confined to the eleven states covered in the Report of Household Debt and Credit. 3.2 Variables We focus on whether a required class exists within the state’s secondary education curriculum. Data on the presence of a required class ( RCLS ) and in which years are obtained through the Council for Economic Education Survey of the States. We set RCLS to 0 for those years when a state does not have a required financial literacy course, and set RCLS to 1 for those years when a required course policy exists. In Table 1 , we report on the details of the required class implementation for the states in our sample. The table also reports the total number of observations and shows that our panel is perfectly balanced across states in the sample. In Table 2 , we provide the variables used in our analyses, along with descriptive statistics, data sources, and definitions. Table 3 shows the Pearson correlations for the variables in our dataset. Overview and Discussion 4. Overview and Discussion 4.1 Empirical Analysis We apply an empirical strategy to isolate the effect of required financial literacy courses on financial outcomes, focusing specifically on foreclosure rates ( FCL ). Foreclosure is our outcome variable as the most severe loan default, resulting in home loss and rarely benefiting either party. It marks a terminal financial distress outcome. Using state-level economic data, we first estimate a model to forecast FCL over the analysis period. We then examine the model’s residuals between those observations where a financial literacy course ( RCLS ) is required. If the policy is effective, residuals for RCLS = 1 should be larger, indicating the model overestimates foreclosure rates during periods when the course is required. This would suggest a meaningful reduction in foreclosures attributable to financial literacy education. 4.1.1 Variable selection and model development We use three categories of economic indicators in our forecast model: unemployment, income, and poverty. Both the level and change of each variable are included. Unemployment at the start of the year ( UNEMP ) and its annual change ( UNEMP_CHG ) reflect job availability and stability; rising unemployment is expected to increase foreclosure rates ( FCL ). Median income ( INC_MED ) and its growth ( INC_CHG ) capture state-level wealth and is expected to have a negative association with FCL . Poverty rate ( POVERTY ) and its change ( POVERTY_CHG ) indicate economic disparity; higher or rising poverty is expected to raise FCL . All six variables are included in Eq. 1, with effects anticipated to appear with a lag. Column 1 excludes COVID-era data; column 2 includes the full 1998–2022 period. Both use state fixed effects and robust standard errors. The models are statistically significant and explain over 46% of the variation in foreclosure rates. Coefficients with expected signs are significant at conventional levels, while others are insignificant and excluded from interpretation. Unemployment and poverty emerge as strong predictors of foreclosures. Residuals from both models are analyzed separately, with results shown in Table 5. Panel A corresponds to pre-COVID data; Panel B includes the full sample. Across a range of lags, residuals are consistently higher when financial literacy is required ( RCLS = 1), indicating the model over-predicts foreclosures under these conditions. This pattern is significant across all lags in the pre-COVID period and several in the full sample, suggesting RCLS is linked with reduced foreclosure rates. Notably, a significant difference in mean residuals appears at lag 0, suggesting an immediate effect of RCLS , contrary to our expectation of a lagged effect. This could reflect knowledge spillovers from students to households. Panel A shows the strongest early effects; Panel B aligns more with the delayed impact hypothesis. Together, these results support the idea that financial literacy can yield both near-term and long-term benefits in mitigating foreclosure. Table 4 Regressions for Foreclosures ( FCL ). Conclusion Our study provides evidence supporting the notion that financial literacy education plays a significant role in reducing financial distress, as measured by foreclosure rates. Through an analysis of eleven states over the period 1998–2022, we observed a decline in foreclosure rates following the implementation of required financial literacy courses at the high school level. Our results are consistent with the conclusions of Angrisani et al. ( 2023 ), who claimed that financial literacy has strong predictive power for future financial outcomes. Our finding that states not implementing a financial literacy program is associated with higher foreclosure rates is consistent with Mandell ( 1997 ), who concluded that students are not receiving adequate financial education. Policymakers and educators should consider financial literacy as a fundamental component of secondary education. The ability to navigate financial decisions effectively is not only crucial for individual economic well-being but also for broader economic stability. As financial markets grow increasingly complex, equipping young individuals with financial literacy skills can contribute to a more financially responsible and economically stable society. Research suggests that financial education can influence long-term financial behavior (Henager and Cude, 2019), and Bernheim et al. (2000) found that financial education policies were associated with higher savings rates among middle-aged individuals. To enhance the effectiveness of financial literacy programs, states should work toward developing a comprehensive and standardized curriculum that ensures consistency across school districts. Programs should integrate real-world financial scenarios, simulations, and hands-on activities to reinforce key concepts and improve financial decision-making skills. Additionally, the effective delivery of financial literacy education depends on well-trained educators, making investment in professional development and high-quality teaching materials essential. While our findings suggest a positive relationship between financial literacy education and foreclosure rates, several questions remain unanswered. Future research should explore the long-term effects of financial literacy education beyond foreclosures, including impacts on credit scores, debt accumulation, and retirement savings. Future research should examine whether students' financial knowledge influences their families or communities. Additionally, with the increasing role of technology in financial decision-making, research should consider how digital financial tools and online education platforms can enhance financial literacy outcomes (Hastings et al., 2013 ). Overall, our research demonstrates that state-level financial literacy mandates are associated with reduced foreclosure outcomes in critical states, reinforcing their value as public policy tools. Further study of curriculum quality, spillovers, and behavior is warranted. 6. Amid growing concerns about consumer debt and financial instability, many states have introduced high school financial education requirements to enhance long-term financial decision-making and reduce household financial distress. Using a difference-in-differences design, this research evaluates policy effects by focusing on 11 U.S. states selected for their relative size or the severity of the impact they experienced during the 2008 mortgage crisis. These states offer a relevant context for assessing whether financial literacy mandates can mitigate large-scale financial vulnerability. We compare states that implemented such mandates to those that did not, while controlling for socioeconomic, temporal, and housing market variables to isolate the policy\u0026rsquo;s effect.\u003c/p\u003e\u003cp\u003eOur findings indicate that mandated financial literacy education is associated with reduced foreclosure rates. These results suggest that early, structured financial education that is delivered through the public school system can promote more responsible financial management, judicious borrowing behavior and financial resilience. We suggest that equipping young individuals with foundational financial skills prepares them to weather financial challenges and economic shocks.
