Based on the Resource-Based View (RBV) and Dynamic Capabilities Theory (DCT), BAC is defined as a set of governance, culture, technology, and people capabilities. The authors argue AIC acts as the modus operandi, converting analytics capabilities into ambidextrous performance. The survey was administered to 303 professionals working in UAE governmental organizations participating in digital transformation projects, and the data were analyzed through structural equation modeling (SEM) to test direct and indirect effects. The effects of AIC provide evidence that AI-based routines improve sensing capacities and increase the speed of decision cycles, allowing responsive action in public organizations. Between the BAC dimensions, people capability has a significant impact on AIC and BA in a positive direction, and this impact on BA through AIC was also significant, so it is considered a partial mediation model. Culture capability has a significant positive direct effect on OA, but not AIC, while governance and technology capabilities do not have any significant direct or indirect effects in a tested model. Robustness was tested by replicating the structural paths using a regression-based approach in Python and adjusting for multiple tests with a false discovery rate adjustment. The study contributes to capability-based theories of public-sector agility by revealing that AIC facilitates the translation of human-centered analytics competence to outcomes in agility. Practically, the findings imply that UAE public organizations aspiring to achieve agility gains from AI need to develop their workforce, provide applied analytics training, and integrate AI into operational decision-making routines.
